Parliamentary questions can be asked by any MSP to the Scottish Government or the Scottish Parliamentary Corporate Body. The questions provide a means for MSPs to get factual and statistical information.

Written questions must be answered within 10 working days (20 working days during recess)

To ask the Scottish Government what steps it will take to improve communication between NHS 24 and patients who wish to communicate through another designated person or where there is a welfare power of attorney under the Adults with Incapacity (Scotland) Act 2000.

NHS 24 frequently support patients where a third party calls on their behalf, for example from callers who are parents, carers, family members, neighbours or friends. There will be a variety of reasons for this, generally because the patient is unable to speak to NHS 24 themselves.

As part of the Emergency Care Summary, NHS 24 have access to any special notes that have been added by the patients GP, this might include information about communication needs. NHS 24 also have access to information about previous contacts to their unscheduled care service so will have notes on the previous circumstances and any special requests made by a patient or someone acting on their behalf.

NHS 24 are committed to ensuring that they communicate effectively with all patients, or those who call on their behalf. They would welcome feedback if this has not been achieved in order that lessons can be applied for the future.

To ask the Scottish Government whether the emergency summary medical record has the scope to register persons other than an adult patient where (a) the patient wishes to designate such a person or persons and (b) a person has a welfare power of attorney under the Adults with Incapacity (Scotland) Act 2000.

As part of the Key Information Summary (KIS) project, the scope of the Emergency Care Summary (ECS) record is being changed to enable optional further detail to be recorded. The patients for whom a KIS will be most appropriate are those with complex care needs, and the record will be co-created with the patient/carer.

Elements of the record include any carers or advocates for the patient, and details of welfare power of attorney under the Adults with Incapacity Act 2000. The Emergency Care Summary does not currently have this capacity and the KIS project will make this available across Scotland during 2013.

To ask the Scottish Government whether an independent Scotland would continue to be connected to the UK Janet network, which connects education institutions.

The core Janet network across the UK, including Scotland, is currently being upgraded. Scottish schools connect via local authority networks to the internet using the Education Scotland Interconnect 2.0 network that currently provides access to the internet via the Janet core network. This arrangement will continue until April 2014 when the Scottish Wide Area Network (SWAN) will replace the Interconnect 2.0. The OJEU notice for SWAN was published on the 19 October 2012.

To ask the Scottish Government whether it will amend the Dog Fouling (Scotland) Act 2003 to give local authorities powers to order a ban on the walking of dogs on school and other playing fields, where dog faeces, even if collected, could transmit infection to children.
