To ask the Scottish Executive what provision it has made to honour the achievements of Scotland’s Paralympians.

The First Minister hosted a reception in Bute House on 7 October to recognise and honour the Scottish athletes who represented Team GB at the 2004 Paralympic Games and to celebrate the achievements of our eight medallists. We were delighted that most of our athletes were available to attend what was a successful and enjoyable evening.

Prior to then, in the Executive’s debate on a Sporting Scotland on 23 September, my predecessor, Frank McAveety, invited the Parliament to, amongst other things, celebrate the continuing success of Scotland's sportsmen and women including those competing for medals at the Paralympics which were under way in Athens at that time. On that same day the First Minister, during his Question Time, also recognised the fantastic efforts of our Paralympians.

To ask the Scottish Executive how many school sports co-ordinators have had additional support needs training.

From 1 April 2004, the school sports co-ordinator and active primary schools programmes merged and were extended as Active Schools began to be rolled out. The role of an Active School Co-ordinator is not to deliver activities to young people but to encourage and co-ordinate the provision of activities.

In developing Active Schools, sportscotland is working in close partnership with all 32 local authorities and the health boards to develop Active School Implementation Plans for each local authority. Included in each plan is a commitment for all Active School personnel to receive disability awareness training. All staff who transferred from the previous programmes into Active Schools will have received this training by the end of March 2005. Active Schools personnel will not be expected to administer medication but will be aware of any specific medical needs for any young person taking part in an organised activity and ensure that these are catered for.

In addition to disability awareness training, sportscotland, Scottish Disability Sport and the Youth Sport Trust are currently designing a specialist Disability Inclusion Module for Active School Co-ordinators.

Active Schools promotes an ethos of inclusion and parity of opportunity for all school age young people and this is reinforced to every Active School Co-ordinator as part of their induction and through on-going management support.

To ask the Scottish Executive how many houses have been (a) built and (b) renovated in each local authority area in the (i) private and (ii) social rented sector in each of the last five years.

The tables provide the availableinformation. For private sector dwellings, information is only available for improvementssupported by Housing Improvement Grant. The information on improvements to localauthority dwellings shows the number of dwellings in improvement projects fundedfrom housing revenue accounts for which tenders were accepted in each year. Informationis not held centrally on improvement/renovation of housing association dwellingsin each local authority area. The total number of dwellings rehabilitated by housingassociations from funding provided by the Scottish Executive in each of the past five yearswas as follows:

To ask the Scottish Executive how many houses are projected to be (a) built and (b) renovated in each local authority area in the (i) private and (ii) social rented sector in the next five years.

The Scottish Executive does not hold or compile projections of new building or renovation for the private sector. The table shows the planned number of approvals for new and improved houses for social rent or low cost home ownership funded by the Executive for the next four years for Scotland as a whole.

Specific programme details for 2005-06 to 2007-08 will be developed in the year preceding each target.

As part of their Local Housing Strategies, local authorities have been asked to provide, by April 2005 plans to the Scottish Executive showing how they will achieve the Scottish Housing Quality Standard by 2015. These should provide information on planned new building and renovation.

To ask the Scottish Executive how many books have been permanently damaged in the National Library of Scotland in each of the last five years, shown also as a percentage of the library’s book collection.

The National Library of Scotland considers that no book in its collections has been permanently damaged in any of the last five years. Books in the collections are of course susceptible to damage through general wear and tear as readers consult them over the years, but these books are all subject to remedial treatment by the Library’s skilled conservators.

An independent assessment of the Library’s collections by the National Preservation Office showed the following results:

· 98% of library stock were in good condition

· 1.5% of library stock were in fair condition

· 0.5% of library stock were in poor condition

· No books were found to be unusable

The number of items in the Library’s collections receiving treatment (including book-cleaning) over the last 5 years is shown in the following table:

To ask the Scottish Executive how many books have been lost from the National Library of Scotland in each of the last five years, shown also as a percentage of the library’s book collection.

The National Library of Scotland’s records show that the following numbers of items could not be located in response to readers’ requests for them:
