To ask the Scottish Executive whether the Cultural Commission will be required to publish accounts and, if so, when they will be published.
Answer
The Scottish Executive has published the Cultural Commission’s Work Plan, which contains details of the Commission’s budget, copies of which are available in the Parliament’s Reference Centre (Bib. number 34513). The Executive intends to publish a statement of expenditure against budget in due course.

Annual development grant aid is provided by
sportscotland to governing bodies of sport in Scotland. This information is published in
sportscotland’s Annual Reports. The report is laid annually before Parliament and copies can be obtained from the Parliament’s Reference Centre (Bib. number 34386 –

sportscotland’s website,
www.sportscotland.org.uk.

To ask the Scottish Executive what consultation took place prior to the decision in respect of the location of the National Theatre; who was consulted, and whether it will publish the outcome of the consultation.
Answer
Scottish ministers’ decision to name the Arts Factory in Greater Easterhouse as the preferred location for the National Theatre of Scotland administrative office followed discussions with the Scottish Arts Council and City of Glasgow Council. The location was chosen both for pragmatic reasons and in symbolic recognition of the significant part that the arts can play in the economic, social and cultural regeneration of disadvantaged communities.

To ask the Scottish Executive what targets it has set in respect of school pupils learning to swim.
Answer
The primary responsibility for the delivery and management of swimming provision within the curriculum rests with local authorities.
However, in 2002 an audit of swimming provision in schools was conducted in order to gather information on the level of provision for swimming lessons made by Scottish schools in 2001-02. In response to this report, the Scottish Executive commissioned Learning and Teaching Scotland to further investigate local authority provision for swimming and to identify barriers to swimmingprovision and suggest solutions to education authorities through good practice case studies. The report of this work will be published and distributed to education authorities in December 2004.
