Local authorities own and are responsible for maintaining gullies and drainage channels on public roads, footpaths and car parks. Missing or broken covers should in the first instance be reported to the local authority who will investigate and take appropriate action. If it appears that a cover has been stolen, and the matter is reported to Police Scotland, I would expect a note of a report of theft to be taken and commensurate investigation to take place to identify and report a culprit.

The Scottish Government is supporting efforts to tackle all aspects of metal theft. Measures to tighten licensing requirements for metal dealers have been included within the Air Weapons and Licensing (Scotland) Bill that was introduced to Parliament in May 2014.

The Scottish Court Service considered the future of Stonehaven Sheriff and Justice of the Peace Court as part of their public consultation on the future structure of Scotland’s courts.

In developing their proposals, the Scottish Court Service discussed the emerging findings of their analysis with both the Scottish Government and Police Scotland. The Scottish Government accepted the Scottish Court Service’s final proposals. Orders were laid and approved at the Justice Committee on 11 June 2013.

The future of Stonehaven Sheriff Court building is an operational matter for the Scottish Court Service. Historic Scotland (which is an executive agency of the Scottish Government) was asked to reconsider the listing status of the building. Historic Scotland was assisted by Scottish Court Service in this review.
