To ask the Scottish Government what consideration it has given to a permanent business rates exemption for microgeneration projects using rooftop solar cells and panels.
Answer
In contrast to England, where the corresponding plant and machinery exemption only applies temporarily, plant and machinery for any micro-generation relying on a solar power source has since 2009 been permanently excluded from rating valuation in Scotland.

To ask the Scottish Government what discussions it has had with the UK Government regarding the possibility of exempting rooftop solar cells and panels from business rates through secondary legislation.
Answer
Plant and machinery for any power generation is already excluded from rating valuation where the power is mainly for distribution for sale to consumers. Notwithstanding that, plant and machinery for micro-generation relying on a solar power source has since 2009 been excluded from rating valuation. The Scottish Government has had no recent discussions with the UK Government on this matter.

To ask the Scottish Government whether the Minister for the UK Negotiations on Scotland’s Place in Europe has sought or is seeking guarantees about Japanese investment in Scotland and, if so, what these are.
Answer
The Scottish Government is working with its enterprise agencies to ensure that Scotland remains an attractive place for inward investment.
Following his statement to the UK Parliament on 31 October, I have written to the Secretary of State for Business, Energy and Industrial Strategy asking that he share the details of the reassurances he has given to Nissan on tariff free access to European markets.

To ask the Scottish Government what estimates it has made of the impact of Brexit on skills in the construction sector.
Answer
The construction sector and associated supply chains are a vital part of the Scottish economy and partly depend on labour from across the EU. It is estimated that in 2015 some seven thousand employees in the construction sector were from EU member states (non UK). Our priority is to protect all of Scotland’s interests and we are considering all possible steps to ensure Scotland’s continuing relationship with the EU. The UK Government has yet to set out its preferred model to underpin the UK’s future relationship with the EU and, indeed, appears to be all at sea amidst internal wrangling over what, if any, strategy to take.

Answer
Legal advice is procured via a Collaborative Framework which commenced on 1 August 2015. The Scottish Government Legal Directorate (SGLD) provides the Scottish Ministers with their legal advice. In respect of legal advice which is procured, Scottish Procurement and Commercial Directorate manages the overarching Framework and SGLD manages the contracts it lets under it.

To ask the Scottish Government whether it has commissioned a risk register considering the impact of the EU referendum result on Scotland's (a) employment, (b) value of goods and services, (c) businesses, (d) public services, (e) imports and (f) exports.
Answer
The Scottish Government will publish proposals over the coming weeks that would allow Scotland to stay in the single market and to preserve aspects of our relationship with the EU, even if the rest of the UK is intending to leave the single market. As part of this, the Scottish Government is considering the potential risks and implications of the UK leaving the EU across a range of sectors.
