To ask the Scottish Executive what it is doing to promote cycling among young people.

The Scottish Government promotes the sport of cycling among young people through sportscotland. In the year 2010-11, sportscotland awarded Scottish Cycling over £635,000, part of which is designed to enable the sport’s governing body, Scottish Cycling, develop capacity building in clubs and develop more competitive opportunities for young people in a structured and supportive environment. Since 2006, club membership has increased significantly in all categories especially women and youths.

To ask the Scottish Executive what cycling projects it supported in 2010-11 and has supported in 2011-12.

The Scottish Government has supported the following cycling projects in both 2010-11 and 2011-12:

Local authority led projects supported through the Cycling, Walking and Safer Streets grant;

The Smarter Choices, Smarter Places programme currently running in seven local authority areas which encourages active travel and travel behaviour change, including the promotion of cycling;

The building of the National Cycle Network, community links and safe routes to schools delivered by Sustrans in partnership with local authorities;

The package of cycling measures delivered by Cycling Scotland such as Bikeability Scotland, Pedal for Scotland, Scottish Cycle Friendly Communities Fund, the “Give Me Cycle Space” campaign to raise awareness of child cyclists and the promotion of Bike Week in Scotland;

The Climate Challenge Fund which is open to communities who wish to promote emissions reduction including cycling projects such as the “Better Way to Work” project in Edinburgh, and

Local projects including the Bike Station in Edinburgh for the Build your own Bike courses aimed at young people who are not in education but can learn a skill and share it with their peers and the wider community, and the East Dunbartonshire Cycle Co-op Community Bike Library to enable children to undertake their Bikeability Scotland cycle training.

To ask the Scottish Executive what progress has been made toward achieving its Cycling Action Plan for Scotland target of 10% of all journeys to be by bike by 2020.

The Cycling Action Plan for Scotland (CAPS) was published only last year in June 2010. Cycling Scotland is charged with reporting progress on the actions in CAPS to Scottish Ministers on an annual basis with the first report due in May 2012. This first report will include one full financial year of Scottish Government and Transport Scotland investment in cycling.

The second meeting of the CAPS Delivery Forum took place on 2 September 2011 when all stakeholders who have an action to deliver provided a progress update. In addition to the CAPS Delivery Forum, there are regular meetings between Transport Scotland and Cycling Scotland officials to monitor and track progress.

Cycling to work and to school will continue to be measured by the Scottish Household Survey and the Sustrans’ Hands Up Survey of how children travel to school.

To ask the Scottish Executive when the new Cycle Training Standards and Delivery Support Group will next meet and what issues will be discussed.

The Cycle Training Standards and Delivery Group, recently renamed as the Bikeability Scotland Delivery Group, first met in September 2010 to formulate a delivery plan which was published by the end of last year. The plan includes four main outcomes:

a 2.5 percentage points increase annually in the number of pupils receiving on-road cycle training (currently around one third of P6 pupils);

an increase in the number of volunteers available to deliver the training;

the development of a volunteer support network in partnership with Volunteer Development Scotland, and

to provide continued support to local authorities offering the three levels of cycle training.

The next meeting will be in February 2012 when progress on the above will be discussed.
