Such material has been issued principally, but not exclusively, by the Scottish Executive Education Department and the Enterprise and Lifelong Learning Department, and, prior to 1999, by their predecessor Departments in the former Scottish Office.

To ask the Scottish Executive whether the NHS has any contractual relationships with the British Pregnancy Advisory Service and, if so, what services the advisory service provides.
Answer
There are no contractual arrangements for the British Pregnancy Advisory Service (BPAS) to provide services to the NHS in Scotland. The BPAS occupies NHS premises at the Sandyford Initiative, Glasgow, as a paying tenant. It is, however, a completely separate organisation.

To ask the Scottish Executive, further to the answer to question S1W-27513 by Lewis Macdonald on 7 August 2002, what subsequent progress has been made by local authorities in establishing Quality Partnerships and Quality Contract Schemes with bus operators under the Transport (Scotland) Act 2001.
Answer
The development of Quality Partnership schemes and Quality Contract schemes under the Transport (Scotland) Act 2001 is a matter for individual local transport authorities. While authorities regularly discuss issues of joint concern with bus operators in their area, the Executive is not aware of any such schemes being introduced to date.

Answer
The Executive specifically funds a number of on-demand services through the Rural Community Transport Initiative.Additionally, local transport authorities are free to fund on-demand services through their Rural Public Passenger Transport Grant and Grant Aided Expenditure allocations.

To ask the Scottish Executive what percentage of pupils in each local authority area did not attain Level C within the 5-14 attainment targets by the end of primary 7 for (a) reading, (b) writing and (c) mathematics in each year since 1998.
Answer
The following table shows the percentage of pupils in each local authority who did not reach 5-14 attainment Level C or above by the end of primary 7 in the school years 1998-99, 1999-2000, 2000-01 and 2001-02. Results are shown for reading, writing and mathematics separately.The information was obtained from the annual survey of 5-14 attainment levels in publicly funded schools. The results include a small number of pupils where level of attainment was not available.Data collected from Gaelic-medium education establishments are included in the 2001-02 results, but were excluded in previous years due to problems with data definitions and data consistency.
