Decisions are expected during 2004 on the reviews of
sportscotland, The Scottish Further and Higher Education Funding Councils and Architecture and Design Scotland (formerly the Royal fine Arts Commission for Scotland).
The decision on the location of the Mental Welfare Commission is expected in 2005.

To ask the Scottish Executive what its code of practice is in respect of public announcements by senior civil servants publicly stating their desire for a change in government policy.
Answer
The civil service is a reserved matter and rules and guidance regarding the standards of conduct for civil servants are contained in the
Civil Service Management Code, which includes the
Civil Service Code.
The Scottish Executive Staff Handbook sets out the requirement that staff should not take part in any political or public activity which compromises, or might be seen to compromise, their impartial service to the Government of the day or any future Government. The handbook sets out the standards of conduct required of Scottish Executive staff and these are consistent with both the Civil Service Code and the Civil Service Management Code.

To ask the Scottish Executive what the cost has been of organising and holding public meetings on smoking in public places.
Answer
Final invoices have not yet been received, but costs will be no more than £25,000. This includes facilitator costs for all events and the preparation of a report of proceedings by Scottish Civic Forum, which will feed into the final evidence report to ministers on the consultation.

The Scottish Executive spent £9,404,909 (£8,004,178 ex VAT) on advertising in 2003-04. This was within the declared ceiling of £9,750,000, which itself was 25% less than for 2002-03.

To ask the Scottish Executive whether it plans to number the exits on the M8/A8 westbound between junctions 5 and 10 and, if so, whether the exit numbers will be displayed on the exit signs.
Answer
In accordance with the Traffic Signs Regulations and General Directions 2002 junctions on motorways are numbered while junctions on non-motorway dual carriageways are named.
The junctions between junction 6 and junction 8 of the M8 motorway are on the recently upgraded A8 dual carriageway and are named only. When the A8 is upgraded to motorway the junctions will be numbered.
