Information on the numbers of classroom assistants and school-based administrative staff is contained in tables 5.10, 6.10 and 7.9 of the publication
Teachers in Scotland 2003, copies of which are available from Parliament’s Reference Centre (Bib. number 33785). It can also be accessed at

Prior to 2003, the only available information on the numbers of classroom assistantsemployed by individual local authorities was contained in returns made to ScottishExecutive Education Department in relation to the Excellence Fund. The answer given to question S1W-14460, answered on 15 May 2001, contained figures covering the period 1999-2000 and 2000-01 and can be accessed at http://www.scottish.parliament.uk/webapp/wa.search. Figures relating to 2001-02 are contained in the following table. No earlier data is available for other school based administrative staff. Details on pre-school staffing is only available for the past three years and is provided in the second table. Table 8.1 in Teachers in Scotland 2003 has figures for local authority centrally employed pre-school home visiting staff. To ask the Scottish Executive why, according to its statistics, of the 30,319 cases of possession of drugs cleared up by the police in 2002-03, only 5,091 proceeded to court and what action was taken in relation to the other offenders.
Answer
The Scottish Executive Justice Department database shows a total of 8,562 individual offences of possession of drugs that proceeded to court in 2002, of which 6,288 resulted in a charge proved.
Comparison of the statistics currently available on recorded crime and persons proceeded against in court for possession of drugs need to be treated with caution as the different way in which these statistics are recorded means that they cannot be compared on a like for like basis.
For example, the recorded crime figures count charges and treat each type of drug a person is found in possession of as a separate offence, while proceedings in court count accused and may allege multiple charges against one accused. Further, where the alleged offender is under the age of 16 the offender will not be prosecuted in court although these cases will be included in recorded crime figures. Finally, the court figures will not include cases that are not prosecuted, either because of evidential difficulties or because an alternative to prosecution such as a fiscal fine is deemed appropriate.

To ask the Scottish Executive what the spending stream “20 mph Limits around Schools and Home Zones” under the level 3 heading “Other Capital Grants to Local Authorities and Regional Transport Partnerships” in Draft Budget 2005-06 will be used for.
Answer
The spending stream will be used by the Executive to make available to local authorities additional capital funding for the introduction of 20 mph speed limits around schools, safer routes to school projects and the development of home zones. A wide range of measures can be implemented under safer routes to school schemes, including crossings for pedestrians and cyclists, the provision of footways and cycle-ways, and traffic free entrances to schools.
I announced on 4 November the amount of funding being made available to each authority in 2006-07 and 2007-08 for these measures.
