To ask the Scottish Executive what information it has received, or assessment has been made by it or on its behalf, of the environmental benefits of the introduction of "plastax" for certain types of plastic bags following the introduction of such a scheme in the Republic of Ireland in March 2002 and, in the light of such information or assessments regarding any environmental benefits, what support it has given to encourage and promote the provision of paper bags by supermarkets and their use by consumers.
Answer
No formal assessment has been made by the Executive on the introduction of the plastic bag levy in the Republic of Ireland, but we will continue to watch the effects of the implementation of this scheme.

To ask the Scottish Executive how many holders of practising certificates from the Law Society of Scotland are employed by or on secondment to the Executive.
Answer
There are 527 lawyers employed or seconded to the Scottish Executive holding practising certificates awarded by the Law Society of Scotland. This figure includes 402 legal staff employed by the Crown Office and the Procurator Fiscal Service.

To ask the Scottish Executive what consideration it is giving to monitoring the incidence and nature of offending by young offenders during school hours.
Answer
All local authorities have been asked to submit youth justice action plans to the Scottish Executive outlining the nature of offending in the area and what measures are being put in place to address this.The timing and circumstances of offending is an important factor to be taken account of in putting programs in place at local level.

To ask the Scottish Executive what information it holds on the number and geographical location of those nurses who have (a) undertaken, (b) completed and (c) re-registered on completion of, a return to practice course, in each year since 1999, broken down by training provider.
Answer
Prior to 2000, Return to Practice Courses were not mandatory and comprehensive details of those undertaking the courses was not recorded by the former National Board for Scotland. Information about those re-registering following completion is also not held centrally. The information available is shown in the table.

To ask the Scottish Executive what consideration it has given to establishing "Job-Ready Centres" for secondary school pupils and further education students providing career and vocational education programmes tailored to local workforce needs and supplementing the existing curriculum.
Answer
Vocational education programmes are already available through further education colleges and Local Enterprise Companies. Additionally, the recently established Careers Scotland provides a one-stop shop for careers advice and guidance to all ages. Careers Scotland is aligned within the two Enterprise Networks alongside Future Skills Scotland and is therefore well placed to understand employment issues at both national and local level. However, our approach to this area will be considered again in the context of the Education and Lifelong Learning Committee's forthcoming report on lifelong learning.

I have asked Tony Cameron, Chief Executive of the Scottish Prison Service (SPS) to respond. His response is as follows:No assessment of Constructing the Future as a whole has been carried out. However, some of the information it contained was taken into account in development of the SPS Estates Review.

To ask the Scottish Executive what information it holds on the number of members of the Law Society of Scotland employed for the determination of applications for compensation by victims of criminal injuries in each of the last three years for which figures are available and whether any increase or decrease in the number of such members is expected.
Answer
The following table shows the number of staff at the Criminal Injuries Compensation Authority who worked in their professional capacity as members of the Law Society of Scotland during the three years 1999-2000 to 2001-02. The number of such staff is expected to reduce by the end of 2002-03 because of the reduced volume of outstanding non-statutory scheme cases in respect of which they are mainly employed.
