To ask the Scottish Executive what water saving advice will be included in its energy efficiency programme.
Answer
The Energy Saving Trust are currently finalising a pilot through one of the Energy Saving Scotland advice centres to integrate water advice with the existing advice on energy efficiency, microgeneration and low carbon personal transport. This project, which is part of a wider scheme operating in Edinburgh, Cardiff and London, is the first of its kind in the EU and it is being co-funded by the Scottish Government, EU LIFE+ programme and the Department for Energy and Climate Change. The intention is that during the course of the pilot, information and tools will be developed to enable water efficiency advice to be rolled our across the Energy Saving Scotland advice network.
Scottish Water was awarded £1 million of funding through the Central Energy Efficiency Fund to implement energy saving improvements to their plant, processes and buildings. Scottish Water has made good use of this revolving loan fund and continues to develop innovative project to achieve additional carbon savings.
In addition, the Energy Saving Trust manages the Energy Saving Scotland Small Business Loans on behalf of the Scottish Government. Water efficiency projects which also resulted in carbon savings are eligible for support through this programme providing the application met the energy saving and other criteria associated with the scheme.

To ask the Scottish Executive whether it expects the energy efficiency action plan to contribute to its target for reducing emissions by 2010.
Answer
The Energy Efficiency Action Plan is due to be published before the end of 2009. A number of actions which will be included in the plan are already in operation, or due for launch during the course of this year. These actions are expected to contribute to the annual targets set by the Bill from 2010 and beyond.

Answer
Proposals for low interest loans, interest-free loans or equity based loan schemes for a range of purposes, including investing in homes energy efficiency measures, will come forward later in the year.

To ask the Scottish Executive, further to the answer to question S3W-21484 by Jim Mather on 13 March 2009, whether its renewables action plan will provide a more exact figure for the number of renewable energy-related jobs to be created over the next decade.
Answer
The Scottish Government is working with Scottish Enterprise and key industry stakeholders to provide range estimates by sector for the number of jobs associated with harnessing the potential of Scotland''s renewable energy resource.
The action plan will reflect this analysis, which is proving to be subject to constant change as industry responds to wider market conditions and continues to develop new technology.

To ask the Scottish Executive how many research and development posts will be created by the Energy Technology Partnership and the Scottish European Green Energy Centre.
Answer
The Energy Technology Partnership (ETP) is a partnership of Scotland''s universities dedicated to collaborative research across the energy field. The partnership''s members currently employ 250 academics and 650 researchers across several higher education institutions, the largest power and energy grouping of its kind in Europe.
The ETP continues to seek and attract new funding that is creating additional research and development posts including; winning over £25 million of new funding over the past two years, receiving significant funds from the UK Energy Technologies Institute to recruit new staff and a £6 million grant for a Doctoral Training Centre in Wind Energy that will recruit 10 PhD students every year for five years “ 50 PhDs at minimum with potential for augmented numbers. The ETP is also developing a proposal, in discussion with the SFC and a range of energy sector industrial partners, for a Scottish Energy Research Academy with, prospectively, 100 PhD students working across different ETP universities and engaging closely with industry.
