To ask the Scottish Executive what sums are allocated to doctors who accept drug addicts onto their practice list.
Answer
There is no specific allocationmade to GP practices for accepting drug addicts on to their practice list.
Under the terms of the new GeneralMedical Services (GMS) contract, GP practices receive a Global Sum payment asa contribution towards their running costs, includingstaff costs, in delivering essential and additional services to the patients ontheir list. This resource allocation is basedon the relative needs of the practice population and the associated workload andcost of delivering healthcare to patients.
NHS boards have also been allocated£34.9 million in 2004-05 for the provision of a range of enhanced services, whichincludes services to drug misusers. It is for boards to decide how best to provideenhanced services in their area, taking account of local circumstances.

To ask the Scottish Executive what plans it has to increase the number of community police in the Strathclyde area and, in particular, in Glasgow, to combat the increasing number of crimes of violence carried out with the use of knives.
Answer
Between 2004-05 and 2007-08, grant aided expenditure for Strathclyde Police is planned to increase by around 15.5%. The allocation of these resources between Glasgow and other parts of the Force area is a matter for the Chief Constable. However, we remain deeply concerned about the incidence of knife crime and its contribution to violent crime more generally. We are currently undertaking areview of legislation on knife crime and will bring forward proposals for consultation in due course.
