2. Data up to 1998 is based on biennial surveys of S1 to S4 schoolchildren in Scotland by the office of National Statistics and National Centre for Social Research and the National Foundation of Education Research.

3. Data is only collected at a Scotland level, except for SALSUS 2002, which collected data at the level of health boards.

4. Since 2002 trend data is extracted from the Scottish Schools Adolescent Lifestyle and Substance Use Surveys (SALSUS) of S2 and S4 pupils which are carried out biennially.

5. For the purposes of these surveys, a regular smoker is defined as someone who usually smokes one or more cigarettes a week.

The table shows amounts spent on private sector improvement and repair grants only for years 1998-99 to 2003-04. This excludes standard amenity and conversion grants.

Amounts approved for standard amenity grants and conversions are excluded from the above figures. Figures show actual amounts spent.

In 2003-04 the expenditure shown was met from Private Sector Housing Grant (PSHG) totalling £50 million, which was provided by the Scottish Executive for this and other types of investment in private sector housing. PSHG has been increased to £70 million in 2004-05 and £72 million in 2005-06 but firm information on the expected level of expenditure on improvement and repair grants in those years is not available.

To ask the Scottish Executive what discussions it has had with the Home Office regarding the costs to the NHS associated with refugees and asylum seekers in Glasgow.

A meeting took place in November 2004 involving officials from the National Asylum Support Service, COSLA, Glasgow City Council, Greater Glasgow Health Board and the Scottish Executive. This meeting discussed the suggestion put forward by COSLA that there were unmet costs associated with provision for refugees and asylum seekers in Glasgow, including costs to the NHS, and that the ScottishExecutive should meet these costs. COSLA subsequently made a submission setting out their position and this is being considered by ministers.

The Arbuthnott formula is the method of distributing resources to NHS boards. This takes account of population increases and also of aspects such as deprivation. Glasgow’s budget is now over £1 billion for 2004-05. The formula is adjusted each year to reflect population change, and this will take into accountthe number of asylum seekers, and will reflect deprivation in the areas where theylive.

To ask the Scottish Executive how many criminal convictions in respect of terrorism there were in (a) 1999, (b) 2000, (c) 2001, (d) 2002, (e) 2003 and (f) 2004, broken down by terrorist organisation and police force area.

The table shows the number ofaccused who were convicted of a charge under The Prevention of Terrorism (TemporaryProvisions) Act 1989, The Terrorism Act 2000 or the Anti-Terrorism, Crime and SecurityAct 2001 in the financial years 2002-03 and 2003-04 and the police force which reportedthe case to the Procurator Fiscal.

This information is held in theCrown Office and Procurator Fiscal Service database in relation to case resultsand is obtained from the Scottish Court Service which holds the official records of court results.The Scottish Criminal Record Office holds the official criminal records of individualaccused.

The majority of offences, particularly,those reported by Dumfries and Galloway Constabulary to the Procurator Fiscal, relateto failures to provide personal information to police officers at ports in contraventionof section 53 of the Terrorism Act 2000.

Information is not availablefrom the Crown Office and Procurator Fiscal Service database before 2002. It isalso not possible to tell from the database whether common law charges such as assaultare terrorism related and this answer is therefore restricted to statutory offencesunder The Prevention of Terrorism (Temporary Provisions) Act 1989, now repealedby The Terrorism Act 2000 which replaced it when it came into force on 19 February2001, and the Anti-Terrorism, Crime and Security Act 2001.

It is not possible to tell fromthe available data whether an individual who was convicted of one of the statutoryoffences was connected to a terrorist organisation – many of the offences (e.g.refusing to provide personal details when required to do so) can be committed byan accused who has no known or provable connection to a terrorist organisation.

To ask the Scottish Executive what percentage of (a) the adult working-age population and (b) its own staff is registered disabled.

There is no statutory registerof disabled people.

The Labour Force Survey (2004Autumn Quarter) estimates that there were 648,000 working agepeoplein Scotland, or 21 per cent of the working age population, estimatedto have a disability. Labour Force Survey estimates are entirely based on self-reportingof disability and all respondents answer on their own behalf.

The Scottish Executive asks staff to self declare whether theyhave a disability and this information is recorded. As at January 2005, 3.2 percent of all permanent staff In the Scottish Executive, including its Agencies andAssociated Departments, had self declared their disability. To improve the accuracyof our data we are currently resurveying our staff with regards to their ethnicityand disabled status.

To ask the Scottish Executive how many manufacturing jobs were created in (a) Scotland and, (b) Glasgow in (i) 1999, (ii) 2000, (iii) 2001, (iv) 2002, (v) 2003 and (vi) 2004.

Statistics on the number of jobs created in Scotland and Glasgow are not held centrally. However, data is available on the change in the level of manufacturing jobs. Statistics for 2003 are the latest data available.
