To ask the Scottish Executive what proposals it has to make up any shortfall in investment in the event that there is insufficient funding from private sources to fund Glasgow Housing Association's investment programme.

The Executive has already given a commitment to provide a repayable grant to support the Glasgow Housing Association's investment programme in the early years.

To ask the Scottish Executive whether it has asked the European Union for the Glasgow housing stock transfer proposals to be exempted from EU laws on competition, public procurement, monopolies and state aid.
Answer
As the result of a complaint contained in a Petition to the EU Parliament, the Scottish Executive and the Department of Trade and Industry provided a joint response to the European Commission as to why the transfer of certain assets to the Glasgow Housing Association did not constitute state aid. We have now been advised that the Commission has rejected the state aid complaint.

To ask the Scottish Executive how the children to be used in the pilot scheme to catch shopkeepers who sell cigarettes to under age children are being recruited.
Answer
Children will be recruited from local high schools nominated by Directors of Education of participating local authorities. Parental consent will be required for all children who participate in the pilot scheme. Detailed protocols are being drawn up to ensure the safety of the children and help ensure that evidence is gathered in such a way as to avoid the necessity of children giving evidence in court.

To ask the Scottish Executive what mechanisms it can employ to ensure that a larger proportion of skilled jobs which are created through job creation initiatives in the City of Glasgow are taken up by people resident within the city.
Answer
Employment is a reserved issue. The primary responsibility for assisting unemployed people into work rests with Jobcentre Plus.Notwithstanding these points, a sub-group of the Scottish Welfare to Work Advisory Task Force has recently been considering how to enhance the active management of the network of relevant agencies and intermediaries in Glasgow, with a view to improving the effectiveness of welfare-to-work programmes in the city. The group considers that the issue is one of co-ordination of delivery and plans to set up a Glasgow Welfare to Work Network/Forum in due course.

To ask the Scottish Executive what consultations it has had with EU Commissioners concerning the compliance of the Glasgow housing stock transfer proposals with EU law.
Answer
The Commission has written to the Executive for further information so that an evaluation can be made into the allegation that financial assistance to the Glasgow Housing Association failed to comply with EU legislation. The UK Government has responded indicating that it is their view that no state aid is involved.

To ask the Scottish Executive what guidance it has issued on the use of Mecli'ine for the treatment of sufferers of dyslexia.
Answer
The Scottish Executive has not issued any guidance on the use of meclozine for the treatment of sufferers of dyslexia.The Medicines Control Agency, the UK medicines regulatory authority, has advised that meclozine does not have a marketing authorisation in the UK for the treatment of dyslexia.

Strathclyde Passenger Transport Executive has primary responsibility for monitoring the safety and efficiency of Glasgow Underground. On safety, which is a reserved matter, they are accountable to Her Majesty's Inspector of Railways.

To ask the Scottish Executive what powers it has to intervene in circumstances where public transport services, such as the Glasgow Underground, are found not to be operating to the optimum levels of safety and efficiency.

Rail safety is a reserved matter and the efficiency of Glasgow Underground is the responsibility of Strathclyde Passenger Transport.
