To ask the Scottish Executive what action it is taking to widen access to training among older workers.
Answer
A range of actions is under way. Since lifting the age barrier on the Modern Apprenticeship (MA) scheme, there are now over 5,000 adult employees aged 25 and over taking part in training. Furthermore, learndirect scotland is working in partnership to assist employers in small- and medium-sized enterprises identify the training needs of employees of all ages and link them with suitable training packages. Older workers are also being targeted by specific projects being funded through the Scottish Union Learning Fund and the Scottish Skills Fund. Careers Scotland, launched in April 2002, offers a free information, advice and guidance service to people of all ages looking to access education, employment and training opportunities.

To ask the Scottish Executive what action it is taking to promote age diversity across the workforce.
Answer
Equal opportunities and employment legislation are reserved areas. The Scottish Executive endorses the Department of Work and Pensions' Age Positive campaign and its voluntary Code of Practice on Age Diversity in Employment, of which an updated version was launched in Scotland by Iain Gray in December 2002.Also, the Scottish Executive has produced a booklet "Are you over 50?" which provides a practical guide to advice, support and services across government. The booklet, which is being widely distributed, includes a section on current and future action to tackle age discrimination in employment. Learndirect Scotland, in partnership with Age Concern, are delivering skill enhancing courses for older people at various venues across Scotland.The Scottish Executive actively encourages people from all ages and backgrounds to volunteer and either become or remain active in their communities. This year we have allocated more than £2 million to the Active Communities Initiative to support a range of volunteering projects, most of which involve volunteering by older people.

To ask the Scottish Executive how many pensioners lived below the poverty line as defined by 60% of median household income in (a) 1979, (b) 1987 and (c) each year since 1992.
Answer
Estimates of the number of pensioners living in income poverty are available for Scotland on an annual basis since 1994-95.Figures for each year since 1994-95 to 2000-01 are given in tables 19d and 19f of the technical Annex (Indicators of Progress) of the Scottish Executive's 2002 Social Justice Annual Report. The tables show the estimated number (and proportion) of pensioners living in households with income below 60% of the GB median income, when income is taken both before and after housing costs. Table 19d presents figures based on the relative measure - households with income below 60% of the GB median in that year; table 19f presents figures based on the absolute measure - households with income below 60% of the GB median income in 1996-97.A copy of the report is available in the Parliament's Reference Centre (Bib. number 25289).

To ask the Scottish Executive what targets and timescales it has set for reducing the number of pensioners on low incomes and for the elimination of pensioner poverty.
Answer
The Scottish Executive has a long-term target to make sure that older people are financially secure. Underpinning that, there is a social justice milestone to reduce the proportion of older people living in low income households.The Executive has also set a target to eradicate fuel poverty, as far as is practicable, by 2016. Whilst this target covers all households, older householders are particularly vulnerable to the effects of fuel poverty. The Central Heating Installation Programme, which is available to pensioners without any central heating or with irreparable systems and covers all tenure types, is saving an average of £290 on bills. According to the managing agent, over 8,300 pensioner households have benefited from the programme so far.

To ask the Scottish Executive what consideration it is giving to standardising terms and conditions for grants awarded under Social Inclusion Partnership projects
Answer
The standard conditions that attach to grants awarded from the Social Inclusion Partnership Fund adhere to the principles of "Following the Public Pound". These cover matters such as financial probity and the application of public funds. Specific conditions applying to individual grant awards, for example, if the grant is conditional on co-financing being secured are a local matter.

To ask the Scottish Executive how many pensioners live in areas classified as suffering from multiple deprivation.
Answer
In June 2000, it is estimated that more than 120,000 people over retirement age (65 and over for men and 60 and over for women) were resident in the worst 10% of wards, defined using the Scottish Index of Multiple Deprivation 2003. More robust population counts for wards will be published as part of the next release of results from the 2001 Census on 25 March 2003.
