To ask the Scottish Executive what plans it has to establish specific vocational training for care workers in the elderly sector.
Answer
The Scottish Social ServicesCouncil is responsible for the regulation and promotion of education andtraining of the social services workforce. The council will establish registersof key groups of staff and set qualifications criteria as part of theeligibility criteria for entry to the register.
The council is currentlyinvolved in a consultation exercise which will inform the final decisions toset the qualifications criteria for workers in adult residential services. Indeveloping the proposed qualifications framework for workers in adultresidential services, the council will take account of the diverse nature ofwork in this sector.
The council is also leading,on behalf of the UK, a review of the occupational standards for care,which includes occupational standards for the care of older people. The workshould be complete by March 2004.
The Scottish Executive is also establishing an Education, Training and Development WorkingGroup as part of a National Workforce Group. This group will devise a trainingand development strategy covering all the social care workforce.

A funding consortium of sixfinancial institutions has agreed to provide funding to Glasgow HousingAssociation Ltd. Glasgow Housing Association Ltd plans to start drawing downmoney from the funding consortium next year (April 2004 to March 2005).

To ask the Scottish Executive, further to the answer to question S1W-34474 by Malcolm Chisholm on 13 March 2003, how often arrangements have been made by each NHS board for the funding of out-of-area treatment for patients and what plans it has to review these arrangements in order to meet waiting time guarantees.
Answer
NHS boards have standing financial arrangements with each other to cover the costof treating their residents by other NHS boards, primarily through Service Level Agreements. Information is not collected centrally on these. The Executive has no present plans to review these arrangements.

To ask the Scottish Executive how much funding has been provided to each NHS board for the treatment of patients who were residents of another NHS board area in each year since 1999.
Answer
No separate funding is provided to NHS boards to pay for the treatment of patients who were residents of another NHS board area. Financial transfers normally take place between NHS boards to reflect the cost of such treatment. Information is not held centrally about the amounts transferred in this way.
