To ask the Scottish Executive whether it has any plans to introduce a tracking system to enable NHS boards throughout Scotland to produce financial figures relating to referrals and treatment carried out by individual hospitals at the request of neighbouring boards.
Answer
An information system is already in place that captures activity data for Out of Area Treatments and referrals for each health board. Health boards also record the financial value of these transfers in their annual accounts.

To ask the Scottish Executive whether it has any plans to launch a licensing registration scheme for the construction industry.
Answer
The Scottish construction trade associations have developed a self-regulation scheme run by the Construction Licensing Executive (CLE), with support from Scottish Enterprise Glasgow, which aims to protect domestic consumers and raise industry standards.

To ask the Scottish Executive how many houses were built in the social rented sector in each local authority area in 2003-04.

I have asked Angiolina Foster, Chief Executive of Communities Scotland to respond. Her response is as follows:
Ministers have given a commitment to provide 18,000 new and improved homes for social rent and low-cost home ownership in the three years up to 2006. The principal mechanism for funding this new affordable housing is the Scottish Executive Housing Investment Programme. To ask the Scottish Executive whether it has any plans to consult Glasgow City Council regarding Glasgow receiving metropolitan status.
Answer
There is no such thing as “metropolitan” status in Scotland. The Executive does, however, recognise the additional pressures which Glasgow and other major urban centres face. For example, the local government finance settlement takes account of commuters and other non-residents in the assessment for a number of council services. These distribution arrangements are kept under review, with the Convention of Scottish Local Authorities, through the joint Local Government Finance Three Year Settlement Group.
The Executive is also supporting Glasgow and its surrounding city-region with £40.1 million from the Cities Growth Fund (2003-06). Delivering better cities is at the core of our policies and vision for Scotland.

To ask the Scottish Executive whether it has any plans to introduce licences for operators of private limousine companies.
Answer
The issue of the adequacy of taxi and private hire car licensing provisions including the question of licensing of limousines forms part of the wider review of the general provisions of the Civic Government (Scotland) Act 1982 being undertaken by an independent task force appointed by the Scottish Executive. We will take careful account of the task group’s recommendations which are expected to be submitted to Scottish ministers around the end of September.
