To ask the Scottish Government how it plans to address the reported concerns of organisations that the current funding model for Rape Crisis services is competitive, delivered unequally across the country and diverts resources away from service delivery and towards competing for limited funding.

The Scottish Government recognises the vital work that Rape Crisis centres across Scotland do to provide support for survivors of sexual violence. We will continue to work collaboratively with our stakeholders, including the Rape Crisis network, to develop a future funding model that will ensure a focus on prevention and the delivery of high quality, accessible specialist services for all women and children experiencing any form of violence against women and girls in line with the principles outlined in the Independent Funding Review.

To ask the Scottish Government whether it will extend funding for Rape Crisis Centres beyond March 2024, in light of reported concerns that, if it is not continued, it will result in the loss of 28 support worker positions nationwide.

We are committed to addressing violence against women and girls and acknowledge the crucial role that Rape Crisis centres across Scotland play in providing support to victim-survivors. Frontline services for women and girls affected by gender-based violence are crucial and that is why we are investing over £5m for the Rape Crisis network through our annual £19m Delivering Equally Safe (DES) fund.DES funding runs until March 2025.

As we consider budgets and funding for the next financial year, we will continue to work with our partners to ensure that the funding we provide works effectively to improve outcomes for those using the services during these challenging financial times.

To ask the Scottish Government whether it will publish all available information on the operation of the Fund to Leave pilot scheme, including the number of any (a) women who have applied to the scheme and (b) grants provided to date by Scottish Women’s Aid-affiliated groups.

Scottish Women’s Aid is administering the pilot on behalf of the Scottish Government. The information requested is being collected by individual Women’s Aid groups involved in the pilot and will be provided to Scottish Women’s Aid to support administration.

We will work closely with the delivery partners to evaluate the pilot once all funds are spent with a view to evidencing the impact that providing this intervention has on women and to understand how effective it is at preventing their homelessness as a result of domestic abuse.

We will publish the evaluation, along with available data, after the pilot ends.

To ask the Scottish Government how much funding it has asked Police Scotland to return to it in each financial year since 2019-20, including 2023-24 to date.

In accordance with the guidance contained within the Scottish Public Finance Manual, grant in aid funding to public bodies should not be paid in advance of need. Due to this requirement, the Scottish Government has not asked the Scottish Police Authority or Police Scotland to return any funding since their creation in 2013.

Despite UK Government austerity, we have increased police funding year-on-year since 2016-17, investing over £11.6 billion since the creation of Police Scotland in 2013.

To ask the Scottish Government what recent discussions it has held with (a) Transport Scotland and (b) Glasgow City Council regarding the development of the Clyde Metro.

Since the publication of the draft second Strategic Transport Projects Review in January 2022, a multi-partner working group consisting of Transport Scotland, Strathclyde Partnership for Transport and Glasgow City Council, known as the Client Delivery Group, has met regularly to discuss and better define the scale of work that Clyde Metro might represent, together with the associated resource and programme requirements. This is overseen by a Programme Steering Group comprising of the Chief Executives of those organisations. I am pleased that Strathclyde Partnership for Transport have undertaken to lead the next stage of the case for investment for Clyde Metro. Transport Scotland will continue to be involved in a project assurance and support role.
