A summary detailing the principal lines within the Scottish Government’s draft budget, which support the delivery of measures to reduce greenhouse gas emissions is available from the Scottish Parliament Information Centre (SPICe), and has been published on the Scottish Government website yesterday.

However, our Second Report on Proposals and Policies, published in 2013 set out necessary investment in terms of investment across the whole economy. This is because achieving Scotland’s emissions reduction targets is not just about Scottish Government expenditure. Costs will fall across central and local government, business, communities, households and on the part of individuals.

We will be investing £2.5 million over 2014-15 and 2015-16 to build the capacity and resilience of communities and local third sector organisations, helping them to respond to the worst effects of welfare reform.

A stakeholder group, formed of a partnership of Scottish Government, community and third sector representatives, have worked together to co-design the direction, objectives and delivery of the funding. This co-production will continue throughout the planning, delivery and evaluation of the funding over 2014-16.

Clare House in Dunblane, which opened in 2009, is part of a national network of residential support for people with Prader-Willi syndrome run by Gretton Homes www.grettonhomes.co.uk.

With space for 13 residents, Clare House specialises in accommodating people with Prader-Willi Syndrome from across Scotland.

People with Prader-Willi syndrome potentially require a wide range of health, social care and community services according to their specific needs.

The Single Gene Complex Needs (SGCN) service, which works primarily with adults living with rare diseases of single gene origin throughout Scotland, supports individuals and their families to manage their care needs in their local communities. This service will consider referrals for people with Prader-Willi Syndrome.

SGCN works with a range of partners from the third, health and social care sectors, to design, develop and deliver anticipatory services to improve outcomes for people living with single gene disorders. The service also acts as a point of contact between the health service, social services, the third sector, education and employers.
