At an Extraordinary Meeting of the OC Board on 27 June 2011 the representatives of the Scottish Government, Glasgow City Council, Commonwealth Games Scotland and the Commonwealth Games Federation were informed that John Scott had submitted his resignation for an error of judgement made in accepting and not declaring an offer from a potential sponsor. This was in breach of the Organising Committee’s policy on Gifts and Gratuities. Board Members agreed to accept John Scott’s resignation with immediate effect.

The Scottish Government acknowledges that the Organising Committee’s decision not to release information about the nature of the offer to John Scott was based on independent legal advice.

Scottish Government officials work closely with the Glasgow 2014 Organising Committee and informed Ministers about the resignation.

We have had discussions in recent months with the UK Government Cabinet Office about the consultation process for the apportionment of dormant bank and building society account funds between the four nations across the UK. Under Section 17 of The Dormant Bank and Building Society Accounts Act 2008.

The Distribution of Dormant Account Money (Apportionment) Order 2011, approved by the UK Parliament on 5 July 2011, prescribes that Scotland will receive 8.4% of the dormant accounts money to be made available for distribution by Big Lottery under the 2008 Act.

The “bumper windfall” which had originally anticipated to be around £40m for Scotland has fallen to a net sum of around £31m. As a result, during the first year of operation, we estimate that Scotland can expect to receive around £5 million to
£7 million with the remainder being released at a similar rate in subsequent years. After the windfall amount has been released, we can then expect additional sums to around £1.5m each subsequent year.

I can confirm that we will publish guidance and directions provided to BIG in respect of its statutory functions under The Dormant Bank and Building Society Accounts Act 2008.

The Scottish Government officials have regular discussions with Big Lottery Fund Scotland. Discussions in recent months have focussed on the Scottish plans for distribution by BIG Scotland. These plans are critically dependent on the amount of monies expected to be made available for distribution. Our latest estimate, following completion of the apportionment process by the UK Government earlier this month, is that Scotland can expect to receive around £5m to £7m during the first year of operation of the Fund.

Funds will be available in Scotland during the current financial year.
