To ask the Scottish Government, further to its news release of 16 November 2012, Sistema Scotland Funding, whether it will allocate funds to other communities wishing to establish El Sistema/Big Noise music groups.
Answer
The Scottish Government cross-portfolio funding package was allocated to the charity Sistema Scotland, not to a specific community. We are delighted to be able to support this excellent organisation, and that this funding will be used in delivering their ongoing programme of activity and to support the establishment of a second orchestra in Govanhill. Sistema Scotland have secured significant buy-in and in-kind support from local delivery partners in Govanhill which was essential in order to deliver their programme of activity.
The Scottish Government is supportive of Sistema Scotland’s wishes to roll-out the programme in other areas to ensure as many people as possible can benefit. Sistema Scotland will be focussing their efforts on the establishment of the second orchestra in Govanhill to ensure that their expansion is successful and sustainable, making a real and positive difference to communities.
Ultimately our funding is determined by the UK government, which has slashed arts spend in England. We have chosen to protect budgets because of our commitment to artists and culture and their importance to Scotland.

Answer
I have not had any recent direct discussions with Glasgow City Council about the 2013-14 local government finance settlement but I wrote to the COSLA President, copied to all local authority leaders, on 20 September 2012 and announced the provisional allocations for next year to Parliament on 27 November 2012.
