To ask the Scottish Executive, further to the answer to question S2W-7760 by Cathy Jamieson on 7 May 2004, whether it has at any time on or after 29 January 2004 provided any insurance in respect of HM Prison Kilmarnock; whether it currently provides any insurance in respect of the prison, and, if so, whether it will give details of any such insurance.

I have asked Tony Cameron, Chief Executive of the Scottish Prison Service (SPS) to respond. His response is as follows:
The SPS has not provided and does not provide any such insurance. Kilmarnock Prison Services Limited are responsible for placing insurance cover and have done so in each year of the contract to date.

Yes. There are manydifferences which together provide a more secure system. The new method movesprisoners one at a time rather than in groups, the vehicles are cellular ratherthan open plan, the vehicles are tracked electronically and a comprehensivecomputer data based management information system has been introduced.

To ask the Scottish Executive how long it took for each prisoner released in error by Reliance Secure Task Management Ltd to be returned to police custody.

I have asked Tony Cameron Chief Executive of the Scottish Prison Service to respond. His response is as follows:
Of those released in error, only two were unlawfully at large. The two prisoners were released in error on 8 April 2004. One wasreturned to police custody on 9 April and the other returned to HM Young OffendersInstitute Polmont on 26 April.
