On 25 April, I announced a £1 million "Golden Hello" package as part of a phased programme to improve recruitment and retention of NHS dentists and help ensure that patients are able to access NHS dental treatment. Key features will include:

• funding for a vocational training place for all new dental graduates;
• a £3,000 allowance to each new dental graduate taking a training place in eight designated areas, including Highland, where access to NHS dentistry is outstripped by patient demand;
• grants of up to £10,000, based on the amount of NHS work, to dentists establishing new vocational training practices and offering a training place, and

a £5,000 allowance over two years to dentists who have completed trainig and are entering substantive NHS practice or £10,000 over the same period where the post will be in one of the designated areas.

Graduate students are not eligible for further support if they are improving an existing advanced level qualification or have previously received bursary or SAAS (Student Awards Agency for Scotland) support. The reason for this is that it has to be recognised that there is considerable competition for support and it would be unfair if those seeking their first award failed to secure support because other second-time students had been awarded support. Students studying at further education colleges, including school leavers, who meet the means-test and residency regulations may be considered for bursary support from funds administered by individual colleges. Decisions, however, are entirely a matter for the college concerned.

The Executive is working closely with education authorities to ensure all teachers have the support they need to teach effectively. In particular, we support a course at Sabhal Mor Ostaig specifically designed to enable Gaelic-speaking teachers to teach their subject through the medium of. In addition, the Executive is providing £160,000 a year to Storlann for the provision of educational materials in Gaelic.

His response is as follows:When the Highland Pilot of the Rural Partnership for Change Initiative was announced in 2000-01, Communities Scotland/Scottish Homes were committed to ring fencing £10 million of funding from the agency's development programme. Any unused sums at the end of 2002-03 will therefore continue to be ring-fenced in 2003-04 and beyond to meet our commitment to this project.

As a result of the recent consultation exercise an additional 75 areas of Scotland are to be designated under the Shellfish Waters Directive. These areas are in Argyll, Dumfries & Galloway, the Highlands and Islands, North Ayrshire, Orkney, Shetland and the Western Isles, and take account of the views expressed in the consultation exercise. Seventy-five waters - stretching from Shetland to the Solway Firth - are to be designated for protection, and take account of the views expressed in the recent consultation exercise.These designations will be good for the industry and good for the wider environment and I am pleased to acknowledge the support of Scotland's shellfish industry in achieving the new designations.The new designations are:Boundaries of the Proposed Designations

We are determined to revitalise the tourism industry across Scotland following the difficulties of last year. Mike Watson will chair a group that will oversee implementation of the Framework for Action, which he launched in Oban on 11 March. This group will include representatives from the industry.

I received the report of the Management Review, led by Jonathan Pryce, on 28 February. I welcome the report which analyses the pressures that the service is under and identifies the need for significant managerial, structural and cultural changes in the Crown Office and Procurator Fiscal Service. I believe the report provides a sound basis on which to further modernise the organisation to ensure that it commands public confidence, provides an excellent service to all, deals with business in a timely and efficient manner and offers a satisfying and challenging career for staff with effective team-working between legal and non-legal staff.I have agreed with the First Minister that the necessary investment will be made to make the changes we decide to implement.I am accepting one of the reports main recommendations by appointing Robert Gordon as Chief Executive of the Crown Office and Procurator Fiscal Service from today. Andrew Normand, currently Crown Agent, is moving today to undertake a special project for the Deputy First Minister and I on the integration of objectives of the various elements of the criminal justice system. Norman McFadyen, currently Regional Procurator Fiscal for Lothian and Borders has today become Crown Agent Designate and has assumed the legal and prosecution policy responsibilities of the Crown Agent. He will become Crown Agent in the new management structure in due course.The Chief Executive and Crown Agent Designate will start work immediately on implementing the recommendations of the review.
