To ask the Scottish Executive what the outcomes of the New Futures Fund initiative have been in each year since the initiative was introduced.
Answer
New Futures Fund (NFF) is currently delivered by Scottish Enterprise (SEN) and Highlands and Islands Enterprise (HIE). Annual performance is not available but they have provided performance information based on the two Phases of NFF up to June 2005. (Phase 1- April 1999 to Mar 2002 and Phase 2 - April 2002 to June 2005). Outcomes ranged from entry to other Welfare to Work programmes, community based training, vocational training, further education, supported employment and employment.

Answer
Discussions involved Scottish Enterprise and Highlands and Islands Enterprise who, as delivery agents for New Futures Fund, deal with individual projects. Discussions about broader plans for helping disadvantaged people into work, building on New Futures models, have been held with client group representatives as part of developing the Employability Framework.

To ask the Scottish Executive, further to the answer to question S2W-17131 by Patricia Ferguson on 16 June 2005, whether it has given further consideration to developing links between Blantyre in Malawi and Blantyre in Scotland.
Answer
As I stated in the answer to question S2W-17131, the Scottish Executive encourages the establishment of links between Scotland and Malawi and through the International Development Fund, has supported a range of organisations to work with Malawi. Details of International Development Fund supported projects are available on the Scottish Executive website at

However, the impetus for taking forward these initiatives is very much based on the wishes of local communities and it is for those communities, rather than the Scottish Executive, to decide whether to pursue this.
To date, no applications to develop links between Blantyre in Scotland and Blantyre in Malawi have been received although I am aware that some bodies have long-standing links, such as the Rotary Club of Blantyre, which has been committed to supporting the education of students in Blantyre Malawi for 15 years.

To ask the Scottish Executive how many graduate endowments were paid using the student loan option.
Answer
The Student Awards Agency havereceived 695 applications from students choosing to pay their graduate endowmentby taking out a student loan.

To ask the Scottish Executive how many graduate endowments were due to be paid this year and, of these, how many were paid.

The Student Awards Agency forScotland have identified that 1,081 students were liable to pay their graduate endowmentthis year and 929 (86%) had paid as at 29 November.

The Scottish Executive does not collect or collate information on asylum seeker removal. The removal of asylum seekers is a reserved matter. However, in relation to the process of the removal of asylum seeker families, the Scottish Executive is engaged in positive discussions with the Home Office

To ask the Scottish Executive, further to the answer to question S2W-18632 by Cathy Jamieson on 15 September 2005, under what circumstances images of suspects which have been collected by police as a result of their request for a video camera to be installed in a private, occupied dwelling and forwarded to the procurator fiscal are authorised for release and in respect of what charges this course of action would be considered.
Answer
When the procurator fiscal decides to proceed with a case, the procurator fiscal becomes responsible for the appropriate release of evidential items provided by the police in connection with a report of an alleged criminal incident. This type of image can form part of the body of evidence in any kind of case reported to the procurator fiscal and belongs to the police. On the completion of criminal proceedings, or prior to that if appropriate, the procurator fiscal will release any such images back to the police in accordance with normal procedures.
