To ask the Scottish Executive what regulations cover the use of carcinogens in vehicle fuel.
Answer
European Directive 98/70/EC (as amended) sets out the environmental fuel quality specifications for petrol and diesel fuels in the European Community. This restricts the content of a number of substances including benzene, aromatics and polycyclic aromatic hydrocarbons, many of which are known or suspected carcinogens. These standards are implemented in the UK by the Motor Fuel (Composition and Content) Regulations 1999 (as amended).

To ask the Scottish Executive what cross-border co-operation there has been between NHS Scotland and its English counterpart in combating the flu outbreak.
Answer
The NHS in Scotland and in the rest of the UK have worked closely together on flu pandemic planning. From the outset of the emergence of the Influenza A H1N1 strain, Health Protection Scotland has proactively linked with the Health Protection Agency in England to jointly develop and agree guidance to the service and agree case management strategies which have subsequently been shared with NHS boards in Scotland.
An enhanced surveillance system and information exchange is in place and Scotland also receives considerable support from the UK reference laboratory in Colindale. Contact takes place daily across the UK to highlight issues and raise matters of concern which require a co-ordinated response.

To ask the Scottish Executive when it will provide a composite response to the recommendations made by the five action groups, including the Accountability and Governance Action Group, to improve external scrutiny and complaints handling for public services.
Answer
I have today published on the Scottish Government''s website our response to the recommendations made by all five scrutiny improvement action groups. Those who contributed to the action groups and our delivery partners have also been informed directly. Together, we will deliver a more proportionate system of scrutiny which gives more trust and responsibility to service delivery bodies to deliver and improve services. It will also maintain the assurance that independent assessment of key services provides. The response demonstrates our commitment to better align public services, to eradicate duplication of effort and make services more accessible to the people who benefit from them.
Copies of the Scottish Government response will be placed in the Scottish Parliament Information Centre (Bib. number 47846)

To ask the Scottish Executive how many road traffic accidents there were on the B758 in each of the last five years and, of these, how many resulted in fatalities and serious injuries, broken down by local authority area.
Answer
Data about injury road accidentsare collected by the police and reported to the Scottish Executive using the Stats19 statistical report form. These returns cover only road accidents in which oneor more people were injured and which become known to the police. The returns donot cover “damage only” accidents or accidents of which the police are unaware becausethey were not reported by the public.
The table below gives the totalnumber of reported injury road accidents which were identified in the Stats 19 returnsas occurring on the B758 between 2001 and 2005 and, of these, how many resultedin fatalities or serious injuries. All occurred within the area of South LanarkshireCouncil. Figures for 2006 should become available in June.
It should be noted that the statisticsgiven as follows are based upon the data which are held in the central statisticaldatabase and which were collected by the police at the time of the accident andsubsequently reported to the Executive. They may differ from any figures which thelocal authority would provide now, because they do not take account of any subsequentchanges or corrections that local authorities may have made to the statistical information, for use at local level, about the location of each accident, based upon their knowledgeof the roads and areas concerned.
Reported Injury RoadAccidents Occurring on the B758, by Severity
Accident Severity | 2001 | 2002 | 2003 | 2004 | 2005 |
Fatal or serious | 3 | 1 | 0 | 2 | 1 |
All severities | 13 | 7 | 11 | 9 | 7 |
