To ask the Scottish Executive whether it is considering any legislation to tackle anti-social behaviour of residents who are not tenants.
Answer
The Crime and Disorder Act 1998 introduced a new civil order - the Anti-Social Behaviour Orders (ASBO) - to tackle anti-social behaviour. Local authorities, in consultation with the police, can apply to a sheriff for an ASBO to prohibit an individual over 16 from further anti-social behaviour that causes or is likely to cause alarm or distress. ASBOs can be taken out against any resident regardless of whether he or she is a tenant. The Criminal Justice (Scotland) Bill makes provision for an interim ASBO to take effect pending the outcome of the substantive application for an order. The interim order will provide more immediate protection from anti-social behaviour from tenants and non-tenants alike.

To ask the Scottish Executive whether it intends to submit the next recommendations of the Housing Improvement Task Force to any other body prior to publication.
Answer
It is for the task force itself to decide whether to propose that its recommendations should be the subject of further consultation, but there are no plans at present for this in advance of submitting its views to the Scottish Executive.

To ask the Scottish Executive which local authorities fund independent living services or jointly fund care packages under the Independent Living Fund and how many such packages have been funded in each local authority area in each of the last three years.
Answer
Information on independent living services and which local authorities fund them, is not held centrally.The Independent Living Fund is funded by the Department for Work and Pensions and data relating to the fund is not held by the Scottish Executive.

To ask the Scottish Executive what consultations it has had with, and representations it has had from, Glasgow Airport and the appropriate air traffic control authority in regard to the proposed wind farm at Whitelees and what the outcome was of any such consultations and representations.
Answer
Details of ScottishPower's proposal to construct a 240 megawatt windfarm at Whitelee Forrest were issued on 24 January to a wide range of consultees, including the Civil Aviation Authority and National Air Traffic Services (NATS).We received a response from Scottish Airports Ltd on 7 May expressing concerns about the potential impact of the proposed windfarm on the operations of Glasgow Airport.Officials met representatives of NATS, the Civil Aviation Authority and Scottish Airports Limited on 24 June 2002 to discuss these concerns.
