Questions and answers

Parliamentary questions can be asked by any MSP to the Scottish Government or the Scottish Parliamentary Corporate Body. The questions provide a means for MSPs to get factual and statistical information.

Written questions must be answered within 10 working days (20 working days during recess)

To ask the Scottish Executive whether it will provide all territorial NHS boards with pump priming to extend the creation of managed clinical networks for chronic pain.

It is for NHS boards to develop and deliver healthcare services to meet the needs of their local population.

However, we continue to advocate a managed clinical network (MCN) approach to the development of chronic pain services and see the existing Network in NHS Greater Glasgow and Clyde as setting an example for other boards to follow.

The Chronic Pain Steering Group has been working to establish a quality improvement infrastructure to support chronic pain service improvements in NHS boards, including work to establish a chronic pain service improvement group or MCN in each NHS board.

We would therefore be pleased to receive applications for two year funding from any board wishing to develop an MCN approach to chronic pain services, including setting up local service improvement groups.

To ask the Scottish Executive how many Scottish Ambulance Service ambulances are based at (a) Clydebank and (b) Vale of Leven ambulance station.

The Scottish Ambulance Service has provided the following table setting out rostered resources based at Clydebank Ambulance Station.

*The day, night and back shifts will cover a variety of shift patterns.

The Scottish Ambulance Service have confirmed that the accident and emergency ambulances operating from Clydebank Ambulance Station are rostered to be double-crewed by a paramedic and a technician, and that the PRU is rostered to be crewed by a paramedic.

To ask the Scottish Executive whether referral to treatment waiting time targets apply to chronic pain services and, if so, whether any penalties have been incurred.

Patients referred to chronic pain clinics are covered by the 18 weeks referral to treatment target. The 18 weeks target which came into effect on 31 December 2011 is that 90% of patients should be seen and treated within 18 weeks from referral.

Latest published figures for September 2011 showed that 89.8% of patients were seen and treated within 18 weeks from initial referral. Performance against the target for 31 December 2011 is due to be published on 28 February 2012.

To ask the Scottish Executive how much was paid in (a) availability and (b) disturbance payments during the recent Scottish Ambulance Service dispute.

Precise accounting information would need to be sought from the Scottish Ambulance Service direct but there are some 2,400 staff who were eligible for the £250 availability and the £100 ignore payments. Paying the availability payment on a pro-rata basis for three months therefore works out at £156,250. Figures supplied to us by the Scottish Ambulance Service as part of the regular monitoring arrangements show that there were 1,130 incidents where staff were disturbed during rest breaks between 10 October 2011 and 8 January 2012 (the most recent date for which we have validated data). A total of 2,100 disturbs of individual staff members resulted from these. This therefore amounts to some £210,000 in disturb payments.

To ask the Scottish Executive how many times the Clyde Coastguard has attended incidents at the Erskine Bridge in each year since 2007.

Coastguards at Clyde Maritime Rescue Co-ordination Centre (MRCC) do not routinely attend incidents. Clyde MRCC performs a search and rescue co-ordination function. The Maritime and Coastguard Agency search and rescue records show the number of incidents at Erskine Bridge reported to Clyde MRCC each year since 2007 as follows:
