To ask the Scottish Government what preparations have been made by NHS boards to deal with the impact of the proposed welfare reforms.
Answer
The Scottish Government is aware that a number of NHS boards has prepared briefing for staff on welfare benefit changes. The Scottish Directors of Public Health Group has commissioned the Scottish Public Health Network to undertake work to identify possible mitigation measures and interim guidance has been published. Scottish Government officials have established a group of stakeholders to look at the potential impact of welfare benefit reform on population health and on demand for healthcare services. This group will report into the Scottish Government’s Welfare Reform Governance structure.

To ask the Scottish Government when the Cabinet Secretary for Health and Wellbeing last met the UK Government's health ministers to discuss value-based pricing of medicines.
Answer
Arrangements are currently in hand to meet with Earl Howe, the Parliamentary Under Secretary of State with responsibility for Medicines and Pharmacy policy, at the next available opportunity. I have also exchanged correspondence with Earl Howe concerning Value Based Pricing and have received continuing assurances that the UK Government and Devolved Administrations will work closely together in developing a value based pricing approach. I can also confirm that officials are in regular contact with the Department of Health concerning value based pricing.

To ask the Scottish Government, further to the answer to question S4W-11952 by Michael Matheson on 28 January 2013, to what use the £58,000 for chronic pain in the Healthcare Improvement Scotland budget noted in document NHSBA10 to the Health and Sport Committee will be put.
Answer
The funding provided reimburses staff costs for expert clinical advice to support the improvement of chronic pain services in Scotland. Expert clinical advice includes representation on professional groups (such as Royal College of Anaesthetists and British Pain Association, development of the SIGN Guideline and learning sessions for clinicians). Reimbursement ensures there is no disruption to the provision of chronic pain services as a result of working on the national chronic pain service model.

To ask the Scottish Government, further to the answer to question S4W-12367 by Michael Matheson on 29 January 2013, who has appointed people to the Scottish Chronic Pain Steering Group in the last two years and who regulates or supervises the group.
Answer
As noted in my response of 29 January 2013, the Scottish Chronic Pain Steering Group was convened by the Scottish Government to inform and develop policy and oversee the work programme to support NHS boards in developing chronic pain services. The group comprises a range of clinicians from across NHSScotland with appropriate patient and voluntary sector representation. The Scottish Government is represented on the membership. The group is supported by Healthcare Improvement Scotland.
