To ask the Scottish Government what (a) independent legal and (b) financial advice regarding the Eurostat changes to the classification of capital projects (i) it and (ii) the Scottish Futures Trust has taken in each year since 2010.

Legal and financial advice has been sought at various stages since 2010 by procuring authorities on projects and by the Scottish Futures Trust.

To ask the Scottish Government, further to the answer to question S4W-26462 by John Swinney on 31 July 2015, what other capital projects will be subject to changes to staffing as a result of the transition to the European System of Accounts 2010 (ESA 10).
Answer
I refer the member to the answer given to question S4W-26462 on 31 July 2015. There will be no change to the delivery or staffing of soft services under the revised hub structure.

To ask the Scottish Government, further to the answer to question S4W-26463 by John Swinney on 31 July 2015, whether it has discussed the revised structure for the proposed model with the Office for National Statistics and, if so, when.
Answer
As I advised Parliament on 9 September 2015, the Scottish Futures Trust has submitted proposals for changing the hub model to the Office for National Statistics, which has indicated that it hopes to respond to these proposals in the course of November 2015.

To ask the Scottish Government, further to the answer to question S4W-26441 by John Swinney on 31 July 2015, whether all projects with a financial close date of after September 2014 have been affected by the Eurostat change.
Answer
Project timetables can be affected by a wide range of factors. Twelve hub projects are considered to be in a position where they would be likely to be able to move to financial close now should current classification issues be resolved. Other hub projects in the pipeline are scheduled to reach financial close later in 2015.
