To ask the Scottish Government what percentage of the NHS budget it has allocated to NHS Lanarkshire in 2013-14.
Answer
In 2013-14, NHS Lanarkshire’s initial resource allocation was £865.1 million which was 10.78% of the total baseline budget allocated to NHS territorial boards.

To ask the Scottish Government what support it is giving to Lanarkshire hospitals following recent reports of increased mortality rates.
Answer
As announced on 27 August Healthcare Improvement Scotland (HIS) has been commissioned by the Scottish Government to lead a review to look at the reasons and causes behind NHS Lanarkshire’s pattern of Hospital Standardised Mortality Ratios.
The Scottish Government, HIS and NHS Lanarkshire are committed to working together to ensure patient safety in each of these hospitals.
It is reassuring that NHS Lanarkshire already have a plan in place to make improvements. However, in light of the latest statistics it is the right time to offer more enhanced support. The review will identify whether any additional action needs to be taken, or whether any aspects of the action plan need to be strengthened or accelerated. The report of this review shall be published.

To ask the Scottish Government what its policy is on companies contracted to provide public services using the public subsidy to fund redundancy payments to employees.

Payments under public contracts should relate directly to the goods, works and services that the contractor provides and should not constitute a subsidy.

To ask the Scottish Government under what circumstances Transport Scotland can terminate the 2012-18 contract with Serco for Northern Isles ferry services before the contract ends.
Answer
Section 52 of the Northern Isles ferry services contract sets out the provisions whereby the contract may be terminated.
The Northern Isle Ferry Services Contract is available on the Transport Scotland website.

To ask the Scottish Government what recent discussions it has had with the UK Commission for Employment and Skills regarding the maritime skills base.
Answer
I have not had any recent discussions with the UK Commission for Employment and Skills (UKCES) regarding the maritime skills base.
However, the Scottish Government enjoys strong relationships with the UKCES and seeks to influence development of Scottish qualifications through regular contact with the two commissioners based in Scotland. We also hope to benefit from the closer relationship and greater understanding that the UKCES Chief Executive Michael Davies has developed with Scottish industry and skills contacts through his role with the independent commission for developing Scotland's young workforce.

To ask the Scottish Government how it helps promote the work of the UK Commission for Employment and Skills’ employer ownership of skills fund and how often it meets the UK Government and the other devolved administrations to discuss the work of the commission.
Answer
The Employer Ownership of Skills is a competitive fund open to employers to invest in their current and future workforce in England only. The Scottish Government has not been involved in its promotion. The Minister for Youth Employment and representatives from the other devolved administrations last met with Matthew Hancock MP on 10 June 2013 to discuss matters relating to the work of UK Commission for Employment and Skills (UKCES). Plans for any further meetings have not been formalised. Scotland has a dedicated national Commissioner who promotes Scottish interests within UKCES.
