To ask the Scottish Executive, further to the answer to question S3W-3799 by Nicola Sturgeon on 18 September 2007, when NHS Lothian decided that colorectal surgery would be relocated from the Western General Hospital to the Royal Infirmary of Edinburgh.
Answer
I understand thatNHS Lothian consulted on a number of planned hospital service changes, includingrelocation of colorectal surgery from the Western General Hospital to the Royal Infirmary of Edinburgh, in 2004.Action plans were subsequently approved by Lothian NHS Board in February 2005.
The planned date forthe relocation of colorectal surgery is July 2009. However, NHS Lothian has recentlyadvised me that they are reviewing their earlier decision in the light of furtherexperience, including medical staffing arrangements and the links between colorectalcancer services and other cancer services at the Western General Hospital. The board has indicated that they intendto complete their review by the end of 2007, and will then reach a decision aboutthe future location of colorectal surgery services.

To ask the Scottish Executive whether it will consider reviewing the Building (Procedure) (Scotland) Regulations 2004 and the Local Government (Scotland) Act 1973 in order to permit competition between neighbouring local authorities in relation to the provision of building warrants.

I can confirmthat the Scottish Association of Building Standards Managers does not receivefunding support from the Scottish Government and I am unaware of the extent andnature of possible local authority support.
