Neil Gray: Since 2021, we have provided three permanent CT scanners to support core diagnostic imaging capacity within Boards, including a mobile CT pod which is deployed flexibly to Boards that require additional capacity. In addition, one further mobile CT and seven mobile MRI scanners are being used across multiple NHS Boards to provide additional capacity.

In the last 2 years, the Scottish Government has supported the North Imaging Alliance to:

• Test a regional mobile MRI service, hosted within one of the North region boards, with the potential to be used anywhere in the North or across Scotland.
• Provide additional capacity (over and above existing mobile MRI arrangements) to accelerate work on reducing waiting times for MRI.

During 2024-25:

• The regional mobile MRI van is anticipated to remove circa 3,700 patients from waiting lists in the North, participating boards are Grampian, Highland, Orkney, and Tayside.
• 2,408 patients have received scans to date and have been removed from waiting lists
• This has saved NHS Orkney approximately £180k and meant 313 patients were able to receive scans locally rather than having to travel further afield.

Significant additional activity is already underway following the allocation of £30 million funding to target reductions to the national backlogs that built up throughout the pandemic. This includes over 40,000 extra diagnostic procedures.

The NHS Scotland Climate Emergency and Sustainability Strategy 2022-26 sets out the approach and actions which will be taken by NHS Scotland, with support from the Scottish Government and working in partnership with others, to respond to the climate emergency and to contribute towards the achievement of the United Nations’ (UN) Sustainable Development Goals (SDGs).

The Strategy emphasises the importance to Health Boards of climate change adaptation, and the need to carry out climate change risk assessments and produce climate change adaptation plans. A recently published report: "NHSScotland Climate Change Risk Assessments and Adaptation Plans: A Summary Report" summarises the assessments that Boards have carried out and their adaptation plans. It includes Boards with rural communities.

The Scottish Government works with local authorities in several ways to improve access to active travel, primarily through our ‘Active Travel Infrastructure Fund’ (ATIF) that supports infrastructure building, and our ‘People and Place Programme’ that supports behaviour change services tackling barriers to using that infrastructure. Through these programmes Aberdeenshire’s councils received over £4.2m of support in 2024-25.

In terms of infrastructure, in 2024-25 Aberdeenshire Council received £1,232,393 for their ATIF Tier 1 allocation, and Aberdeen City Council received £1,557,324. These funds are used to design, develop and deliver active travel infrastructure according to local needs and priorities. Both councils have used their funding across a number of current projects as well as designing future works, creating a construction pipeline

In terms of behaviour change, in 2024-25 Aberdeenshire Council received a direct grant of £210,141 through the Local Authority Direct Award (LADA) , and Aberdeen City Council received £178, 622. In addition, Nestrans, the Regional Transport Partnership for Aberdeen and Aberdeenshire, received £1,113,240 through the People and Place Programme. These funds are used to support active and sustainable travel behaviour change interventions that improve the uptake of walking, wheeling, and cycling for short everyday journeys.

The evidence of the relationship between increased uptake of active travel and positive health outcomes, including maintaining a healthy weight, is proven beyond doubt. This is why active travel is a key Strategic Delivery Outcome in the Physical Activity for Health Framework published on 4 October 2024. This framework applies a systems-based approach with all parts of government, including transport and health, joining the call to action behind the collective aim and ambition of promoting the crucial role of physical activity in improving the health of people in Scotland.

The Scottish Government recognises that healthcare services should be planned and developed to meet the needs of patient populations and communities, including those in our rural areas.

In order to tackle the decline in Scotland’s population health and widening of health inequalities, the Scottish Government (SG) is developing a Population Health Framework (PHF), to take a cross-government and cross-sector approach to improve the key building blocks of health including: good early years and education; good work and income; healthy places; and equitable health care.

Health Boards and Health and Social Care Partnerships are responsible for the diverse needs of their populations and plan their service provision according to that need. Officials engage with Health Boards and HSCPs on a regular basis to review health outcomes.

Modern software subscriptions are usually multi-year deals to spread cost and maximise the return on investment. Most agreements include elements of support and integration costs. As the Scottish Government has over 400 validated instances of software, to extract annual costs for every software subscription or agreement could only be obtained at disproportionate cost.

Complying with this request would breach the upper cost limit of £600 due to the analysis of significant amounts of data split by supplier and type in a 5-year period between 2019 and 2024.

However, working within the upper cost limit, we are providing details of spend on major elements of software to provide illustrative costs of delivering shared services for the Scottish Government and 50+ public bodies. Please note that the annual figures provided may be averaged over the length of the contract and may also include bundled support and integration costs.

There are 6 buildings with Solar PV, 1 building with an air source heat pump, 2 buildings with biomass heating.

The solar PV provides approximately 5% of each of the building’s total electricity use.

The air source heat pump replaced a gas boiler.

The biomass boilers replaced gas and oil heating at rural locations.

The Scottish Government is committed to supporting the delivery of national emissions reduction targets, directed by our new Carbon Management Plan. As part of ongoing maintenance and upgrades within our buildings, we aim to incorporate energy efficiency improvements alongside these works wherever possible.

A wide range of public bodies and infrastructure providers have compulsory purchase powers, which can be used to support the delivery of projects in the public interest. Bodies with compulsory purchase powers are known as ‘acquiring authorities’. As set out in Circular 6/2011: Compulsory purchase orders,https://www.gov.scot/publications/scottish-planning-series-planning-circular-6-2011-compulsory-purchase-orders/, acquiring authorities are expected – where practicable – to seek to acquire land by agreement before making a compulsory purchase order (CPO). In this context, it is not possible to predict how many CPOs will be made over the next twenty years.

The Acquisition of Land (Authorisation Procedure) (Scotland) Act 1947 governs the making and confirmation of compulsory purchase orders (CPOs). It sets out requirements relating to the issuing and publication of notices regarding the making of a CPO, its submission to Scottish Ministers for confirmation, opportunities to object to it, and as regards the decision on whether to confirm a CPO.
