The Official Statistics on Recorded Crime in Scotland provide data on shoplifting and offences recorded under the Protection of Workers (Retail and Age-restricted Goods and Services) (Scotland) Act 2021. The statistics include the number of crimes and offences recorded by the police, and the proportion cleared up (i.e. where there exists a sufficiency of evidence under Scots law to justify consideration of criminal proceedings against the suspected perpetrator). Information is not held centrally by the 8 Scottish Parliamentary regions, as these do not fully align with local authority boundaries (which form the basis of how data is received from Police Scotland).

Data on recorded shoplifting and the proportion of cases cleared up is available in the Recorded Crime in Scotland 2023-24 publication. The number of crimes recorded is available in Table 1 with the percentage of recorded crimes cleared up by the police in Table 3. Both of these tables include the latest 10 years of data.

The following tables show both the number of crimes and offences recorded and the proportion cleared up under the Protection of Workers (Retail and Age-restricted Goods and Services) (Scotland) Act 2021 Data is available from 24 August 2021 (the point from which the Act came into force).

We welcome the Scottish Fiscal Commission’s analysis and recognise the impact that changes in Scotland’s population health and demographics could have on fiscal sustainability, and we are taking steps to mitigate this.

The Scottish Government has been reviewing the hybrid working policy for civil servants it employs and decisions on future arrangements will be announced shortly. Working from home can be more productive than working from an office. Hybrid meetings can be much more productive than in person meetings in many cases as they reduce travelling time between individual meetings.

Growing the economy is at heart of the Scottish Government's agenda. The First Minister has announced that the next Programme for Government will be published on Tuesday 6 May. It will be focused on targeted initiatives to boost Scotland’s economic prospects, now and for the long term – in particular sustainable and renewable energy resources – to draw in new investment and create rewarding and well-paid jobs.

The Scottish Government recognises that global economic conditions are creating a challenges economic environment for Scotland’s businesses. In addition, the Scottish Government has consistently called on the UK Government to reverse in full its decision to increase employer national insurance contributions from April 2025.

Recognising the challenges faced by the hospitality sector, in 2025-26 the Scottish Government is offering 40% relief for hospitality premises liable for the Basic Property Rate, with 100% relief for premises located on islands as defined by the Islands (Scotland) Act 2018 to tackle the specific pressures they face. A number of measures in the Budget will also benefit properties in the retail and leisure sectors including freezing the Basic Property Rate and the most generous small business rates relief in the UK.

The Budget provides capital investment in offshore wind, almost tripling the current support to £150 million and investment of £100 million will continue to rollout of the digital connectivity programmes across Scotland. Investment of over £2 billion in Scotland’s colleges, universities and skills system recognises their contribution to driving economic growth and to help ensure businesses have access to a skilled workforce.

Aviation and airspace are reserved matters.

The Scottish Government is currently engaging with the Ministry for Justice on no fly-zone regulations across prisons. Considerations about extending regulations in place in England and Wales to Scotland are ongoing.

SPS, Police Scotland, HMPPS, and police forces from England and Wales are part of a cross-border tasking group. Recently, SPS met with HMPPS, NIPS, and the Irish Prison Service to discuss drone threats, share best practices, and develop mitigation strategies.

Any attempt to bring illicit substances into prisons threatens the health of those in custody and staff safety, which is why SPS collaborates with Police Scotland and deploys technology to prevent it, where possible.

It is the primary duty of Integration Joint Boards (IJB’s) to strategically plan the delivery of integrated adult health and social care provision in a local authority area. This duty will include the gathering of information regarding the impact of local decision making. Therefore, the Scottish Government does not collect or hold this information centrally.

Gender equality is at the heart of the Scottish Government’s vision for a fairer Scotland. We want women of all ages to be empowered to exercise equal rights and opportunities, and to have equitable access to economic resources and decision making.

The Scottish Government’s A Fairer Scotland for Older People: framework for action contains a dedicated strand focused on activity we are undertaking to ensure people are financially secure and supported as they age. In addition, we provide funding of £2.2 million, through the Equality and Human Rights Fund, to older people’s organisations and age equality projects. This funding is delivering a range of initiatives that tackles poverty among older people.

Our Pension Age Winter Heating Payment supports older people in receipt of relevant benefits to help with the costs of heating. Next winter, we will expand Pension Age Winter Heating Payment to pensioner households in Scotland not in receipt of a relevant benefit, providing £100 of support towards their heating bills. This universal payment will provide much needed support not available anywhere else in the UK.
