To ask the Scottish Government, further to the answer to question S6W-18542 by Shirley-Anne Somerville on 13 June 2023, when it will publish the next cohort of data on homelessness for displaced Ukrainians who have arrived in Scotland, following the August 2023 release, and how regularly data will be published thereafter.

The Scottish Government gathers data on displaced Ukrainians applying for homelessness support as part of the statutory collection which feeds into the Homelessness in Scotland official statistics series. The intention is to publish this data six-monthly, in line with the timing of the Homelessness in Scotland publication schedule. Annual statistics are published around late August and a six-monthly update, to give an indication of trends ahead of the next annual publication, is published around late January/early February.

To ask the Scottish Government when the next paper in the Building a New Scotland series will be published.

The Scottish Government continues to deliver on its commitment to give people the information they need to make an informed choice about their future, and I’m pleased to confirm that today we are publishing Citizenship in an independent Scotland.

This is the fifth paper in the Building a New Scotland series which sets out the Scottish Government’s proposals for an inclusive and welcoming approach to citizenship in an independent Scotland. It sets out our vision of citizenship after independence for people, whether or not they were born in Scotland or define themselves as primarily or exclusively Scottish, and describes who would become a Scottish citizen at the point of independence, and who could become a Scottish citizen from then on.

The publication also gives detailed proposals on passports, the Common Travel Area and the European Union, and citizenship and the constitution, with analysis of the evidence that informs these proposals.

The Scottish Government is continuing to prepare further papers in the Building a New Scotland series and these will be published in the coming months.

To ask the Scottish Government how many young people have received a travel card through the Young Persons’ (Under 22s) Free Bus Travel scheme in the Glasgow Kelvin constituency since it was introduced, and how much in total it estimates this has saved young people on bus travel.

By the end of May 2023, there were 67,615 cardholders under the Young Persons’ Free Bus Travel Scheme in Glasgow. This represents 67% of the estimated eligible population in the local authority area.

Cardholder data is supplied by the National Entitlement Card Programme Office (NECPO) and is provided by local authority. As such, data is not available by constituency area. The figure includes travel products collected from the Transport Scot Pass Collect mobile app.

In March 2022, the Child Poverty Action Group reported that free bus travel can save a total of £3,000 in the lifetime cost of a child in Scotland, compared to those living in England.

To ask the Scottish Government whether it will provide a timeframe for when it expects to publish data on homelessness for displaced Ukrainians who have arrived in Scotland.

The Scottish Government has agreed with local authorities to amend the homelessness data collection to record Ukrainian Displaced People applying for homelessness support from 1 April 2022. For the local authorities that have implemented the required changes, data will be released on the same day as the annual Homelessness in Scotland publication scheduled for August 2023, with the specific date pre-announced by the end of June. This publication will cover the period 1 April 2022 to 31 March 2023.

To ask the Scottish Government how many affordable homes have been built in the Glasgow Kelvin constituency since 2007, and how many of these have been for social housing.

The Scottish Government publishes figures relating to delivery of affordable homes across Scotland since April 2007, on a quarterly basis, which can be found online at:

https://www.gov.scot/publications/affordable-housing-supply-programme-completions-updates/ .

The Scottish Government does not hold information at a constituency level. However, between 1 April 2007 and 31 December 2022 there have been a total of 20,161 affordable homes delivered in Glasgow City, of which 14,560 have been social rented homes.

Homes provided through the Affordable Housing Supply Programme take various forms including; new build homes, rehabilitation projects, conversions and off-the-shelf purchases of both new and second hand homes, as identified in Strategic Housing Investment Plans (SHIPs) prepared annually by local authorities.

Figures to end of March 2023 are due to be published on 27 June 2023.
