To ask the Scottish Government whether it will provide an update on efforts to recommence operations at Stoneywood paper mill in Aberdeen.

My officials in Scottish Enterprise remain in regular contact with the Joint Administrators and continue to work closely with them to help find a sustainable future for the Stoneywood site in Aberdeen.

The administration process continues to progress and prior to formal marketing of the site, the Administrator has re-engaged with potential interested parties. Any discussions between interested parties and the Administrator will likely take place in the coming weeks.

To ask the Scottish Government whether it will provide an update on progress on the National Rail Conversation.

Last year I announced plans to hold a National Rail Conversation with the people of Scotland to seek their views on passenger rail services provided by Scotrail and the Caledonian Sleeper. The National Rail Conversation will also engage the views of regional transport partnerships, rail unions, local authorities, equalities groups, businesses, emergency services and rail industry organisations – as well as non-rail users – for their input in to the vision for rail services in Scotland.

The Scottish Government is committed to supporting Scotland’s railway for the future. It needs to be affordable; accessible; sustainable; offer fair and secure employment, and provide a safe environment for all who travel and work across it, now and in the future. It is also an important component of our public transport system, offering an alternative to car use, and is key to cutting transport emissions, and achieving our Net Zero ambitions.

There will be two key areas of focus for the conversation:

1. A series of stakeholder meetings, hosted by the Scottish Government, to discuss all aspects of rail passenger services. These events will take place over the next few months and stakeholders will be contacted shortly.

2. An extensive public engagement campaign aimed at giving as many people as possible the chance to have their say on the future of rail. It’s important that we hear from as many people as possible, including those who currently do not travel by rail.

Further details of both of these strands will be provided when I formally launch the National Rail Conversation in April, marking the one year anniversary of ScotRail coming in to public ownership.

When ScotRail came into public ownership the Scottish Government was clear: this would be a new beginning for our railways with a new guiding vision. My resolve remains on creating real opportunities to deliver a railway run for the benefit of its customers, staff and stakeholders. Through the National Rail Conversation, we will listen to feedback from passengers and stakeholders and shape a vision for ScotRail which best meets the needs of the people of Scotland.

To ask the Scottish Government whether it will provide an update on the publication of the finalised Hydrogen Action Plan.

Today the Scottish Government will publish its finalised Hydrogen Action Plan.

The Hydrogen Action Plan sets out the strategic approach and actions required to support the development of the hydrogen economy in Scotland over the course of this Parliament. The development of a domestic hydrogen sector and hydrogen production for export, supported by a strong supply chain, will play an important role in supporting a just transition to net zero by 2045 and presents significant long-term economic opportunities.

In the Action Plan, we refresh our commitment to providing the supportive policy and regulatory environment required to enable Scotland to take a pioneering role in a growing global industry and to support our vision for Scotland to become a leading hydrogen nation in the production of reliable, competitive, sustainable hydrogen.

The unpredictable and uncertain outlook for global energy markets has only strengthened the case for accelerating our domestic hydrogen production. The Action Plan has been updated to reflect consultation feedback on the draft Action Plan and the energy developments over the past year. Notably, these updates include the addition of a new chapter dedicated to ‘Scotland’s Hydrogen Export Ambitions’ that seeks to highlight the scale of the export opportunity, Scotland’s competitive advantage and the initial actions we will take at home and abroad to support Scottish companies to participate in and benefit from the development of the international hydrogen market.

The opportunity for Scotland within the developing global hydrogen market is significant. This Hydrogen Action Plans sets out the steps we will take to support Scotland’s growing hydrogen economy and sends a strong signal to the market for future hydrogen development. The Hydrogen Action Plan will be available from 9.30am today on www.gov.scot

To ask the Scottish Government when the final report containing the recommendations of the Strategic Transport Projects Review 2 (STPR2) will be published, and what the next steps are.

The suite of final reports presenting the recommendations of the Second Strategic Transport Projects Review (STPR2) will be published on the Transport Scotland website on 8 December 2022. This represents a key milestone for strategic transport planning in Scotland. Setting out a 20 year framework for capital investment to drive the change we need to achieve the Scottish Government’s strategic vision and move towards Net Zero – the majority of the 45 recommendations contribute directly towards achieving emissions reduction.

This marks the culmination of over three years’ intensive work.

The evidence gathering and robust objective-led appraisal work feeding in to this review has been informed by stakeholder engagement from the very outset. The public have been provided with several opportunities for involvement, not least the three month statutory consultation on draft versions of the reports during January to April 2022. All responses to this have been carefully considered and used to inform refinement of the final recommendations.

The intention was to publish a Delivery Plan for these recommendations, alongside the final report. However, due to the current huge lack of certainty around available capital budget and fiscal policy over recent months, this has not been possible as yet. As such the Delivery Plan will follow in 2023, which will include more detail on prioritisation and delivery timescales, however, I am pleased to note that work is already underway on 38 of the 45 recommendations.
