The regulation of nuisance calls and texts is reserved to the UK Government, the Scottish Government is committed to doing all it can to tackle this issue – and the scams that can underpin them – using our devolved powers.

Many of the proposed actions from the Nuisance Call Commission 2017 have been progressed and delivered. However, we recognise that further work needs to be done. That is why on 19 March 2021 we published Scotland’s Scams Prevention, Awareness & Enforcement Strategy 2021-24.

The strategy introduces a new framework for tackling scams, with an emphasis on: disrupting scams at source; building capacity, skills and resilience amongst individuals to avoid the risk that scams pose; streamlining the reporting and advice landscape so that people can access the right support at the right time to meet their needs; and improving coordination and intelligence sharing between frontline advice providers, enforcement bodies and wider advocacy organisations.

A key part of this work is supporting technological innovation. Since 2017, we have been providing funding to Trading Standards Scotland for the purchase and roll out of domestic call blocker devices to the homes of individuals in some of the most vulnerable circumstances in Scotland. A recent report on the effectiveness of these call blockers by Trading Standards Scotland indicated that the devices have blocked 779,633 calls and an estimated 1,265 scams have been prevented.

A new Strategic Partnership was established on 12 August to oversee delivery of the strategy, including development of a robust monitoring framework to assess impacts over time. A progress update report will be produced by the end of 2022-23.

Public inquiries under the Inquiries Act 2005 do not determine civil or criminal liability. Those are matters for the courts.

The Lord Advocate is responsible for the investigations of deaths. This function is wholly independent of the Scottish Government.

The Scottish Government is currently inviting views from the public on aims and principles for the Covid public inquiry, to help shape the terms of reference for the inquiry. A mailbox where views can be shared has been set up and will remain open up to 30 September. We are also arranging meetings with key stakeholders, including representatives of those bereaved during the pandemic, who remain at the centre of our engagement.

The following table details staff headcount including the current annual budget allocation for the Scottish Government’s overseas offices, including salary costings, upkeep, day-today running and hospitality costs.

The Scottish Government continues to take forward the recommendations of the Advisory Group on Tackling Sectarianism in Scotland which were reviewed positively by Professor Duncan Morrow in March 2017. The work has been focussed and delivered through education projects in schools, colleges, communities and workplaces for children and adults.

It is important that we all take responsibility to do more to rid Scotland of bigotry and prejudice. The Scottish Government is fully committed to tackling sectarianism in Scotland and have invested an unprecedented £15 million since 2012 including £557,000 in 2021- 22.

The vast majority of medicinal cannabis products remain unlicensed with a limited, or non-existent, peer-reviewed clinical evidence base. Under the current rules, only specialist doctors on the General Medical Council’s specialist register can prescribe cannabis-based products where there is clear published evidence of benefit. We are encouraging companies to participate in clinical trials so that these products can be tested for quality, safety and efficacy and brought forward for approval through the medicine regulatory and health technology assessments processes. This will enable these products to be readily available through the NHS – provided they met the clinical safety requirements for licencing and the clinical and cost effectiveness approval for routine use in the NHS.

The Scottish Government is actively working with partners and people with lived experience to develop Scotland’s approach to self-harm; this is a commitment in the Mental Health Transition and Recovery plan.

In developing our approach we are considering how best to deliver our objective to ensure compassionate, trauma informed responses to people in distress who self-harm, whilst also reducing stigma.

Our initial work on self-harm included commissioning Samaritans Scotland to undertake research, which resulted in the publication of ‘Hidden too long: uncovering self-harm in Scotland’ ( https://media.samaritans.org/documents/HiddenTooLong_uncoveringself-harminScotland.pdf ). In line with that research, we have continued to engage with partners and people with lived experience to better understand the prevalence and nature of self-harm. Through the Mental Health Recovery and Renewal fund, work is being commissioned to pilot self-harm support services, develop a website to support people who self-harm and design a programme of learning for professionals. Crucially, this research, engagement and evaluation from pilots will inform our policy approach.

As was announced in the programme for government, we will open a Scottish Government office in Copenhagen next year to increase Scotland’s economic and cultural visibility in the Nordic region. In this parliamentary session, we will also open an office in Warsaw, as part of our continued commitment to enhancing our external reach and voice.

We anticipate that the new offices will be similar in budget and staffing numbers to existing Scottish Government overseas offices. The budget for these additional offices will be established as part of ongoing planning processes and upcoming budget considerations.

Stephen Kerr (Central Scotland) (Scottish Conservative and Unionist Party): To ask the Scottish Government what discussions it had with representatives of the theatre sector ahead of its announcement regarding its plan to introduce COVID-19 vaccine passports at certain events.

Scottish Government officials are engaging with representatives of the theatre sector through various forums. The Federation of Scottish Theatres (FST) is a member of the Events Industry Advisory Group, where these plans have been discussed, most recently at its 25 August meeting. Representatives from individual theatres have also been involved in roundtable meetings between Ministers and those sectors where these proposals will apply. Further roundtable meetings are planned to help shape the proposals ahead of their implementation. In addition, officials have discussed the proposals with representatives of theatres in Edinburgh through the Edinburgh Cultural Venues Group, most recently on 8 September.

It is expected that these proposals will apply primarily to unseated venues, or venues with audiences of more than 10,000 people, which means that the majority of theatres in Scotland will not be affected.

The number of staff working in NHS Lanarkshire has increased by 31.4 per cent since Sept 2006, to over 12,170 Whole Time Equivalent (WTE). This includes a 28.4 per cent increase in numbers of Qualified Nurses and Midwives, which have risen to 4,309 WTE.

NHSScotland Boards are required to have the correct staff in place to meet the needs of the service and ensure high quality patient care. They have fully delegated powers in relation to employment issues. The Scottish Government works closely with Boards to support their efforts in staff recruitment. The creation of posts and filling of individual vacancies will depend on the service needs of each Board, taking account of national and local priorities.

We are investing £11 million in new recruitment activity and in the creation of a National Centre for Workforce Supply. The Centre will offer NHS Boards expert advice on labour market intelligence and coordinate recruitment campaigns, providing vital additional support to health board recruitment teams.

We are also taking forward a comprehensive programme to support recovery and build further capacity. The programme will include measures to increase international recruitment, retain staff and attract more returners to the service and new youth employment opportunities. The Scottish Government will continue to work with partners to explore options and opportunities that allow us to best support our registered staff.
