There is strong national planning policy support for approval of good quality conversions to residential development following thorough planning assessments. We have no plans to introduce new permitted development rights providing for the conversion of business premises to housing without a planning application. We sought views on this during the second phase of the ongoing review of permitted development rights. More than 90% of respondents agreed this should not be taken forward and that residential development should continue to be plan-led. National Planning Framework 4 (NPF4) was adopted in February 2023 and is now part of the development plan. Policy 9 (Brownfield, vacant and derelict land and empty buildings) of NPF4 supports the sustainable reuse of brownfield land including vacant buildings. Furthermore, Policy 27 of NPF4 (City, town, local and commercial centres) specifically supports town centre living and the re-use of vacant buildings within city and town centres for residential development.

The Scottish Government spent £16,662.50 (ex VAT) on 1,164 domains in 2022. Of these, 645 are categorised as active, and 507 are inactive.

Ofcom’s Connected Nations 2022 report for Scotland – published on 15 th December 2022 – stated that 198,196 properties across the electoral region of the Highlands and Islands were capable of receiving a superfast broadband connection of 30 Megabits per second (Mbps) and above, with 5,824 properties unable to access speeds of 2Mbps or above.

The Scottish Government values the contribution the electronic music industry makes to our cultural and economic offer in Scotland. Those in the industry are talented and skilled artists, and are held in high regard. According to the Night Time Industries Association report, Scotland’s electronic music industry is worth £550 million to the economy and asks questions on support, regulation, education and promotion of the sector.

The Scottish Government remains committed to supporting the sustainable recovery of the night-time industry, as we have throughout the pandemic. We have backed our economic recovery with more than £1.7bn since March 2020 – on top of over £4.7bn provided in Covid-related business support. Some £256 million in Covid support funding was also provided to help cultural organisations to navigate the challenges brought on by the pandemic.

We are committed to working with the business community to ensure the smooth application of regulation and have established a Joint Taskforce with COSLA, local authorities, our regulatory agencies and business to consider the differing impacts of regulation on business.

Culture and creativity is also recognised within our National Planning Framework 4 (NPF4) under ‘Productive places’ to sit alongside economic and sectoral policies as part of a joined-up response to the priorities of the National Strategy for Economic Transformation.

We are in regular dialogue with business organisations and leaders to monitor impacts of the cost crisis. We will continue to engage with the night-time industry and monitor the evolving impacts, while pressing the UK Government to help businesses and ensure sustainable development within the night-time economy.

The Scottish Government recognises that all recorded information relating to its business is subject to Freedom of Information law, irrespective of its format or the platform on which it is held. This includes any information held in or originally generated in Microsoft Teams or similar messaging apps. This responsibility is discharged through the relevant business units who have the responsibility for capturing this information as set out in the Scottish Government Records Management Policy

We can confirm that build work for the Scottish 4G Infill programme masts at both Skerries and Foula (sites named Bruray and Ham respectively) is now complete and activation is currently expected to take place by end of July 2023.

Forecasts for the 2023-2024 Budget were produced by the Scottish Fiscal Commission (SFC), and published on 15 December 2022. The change to the rateable value threshold for Fresh Start relief from £95,000 to £100,000 was judged by the SFC to be below the materiality threshold, and was not costed separately. Fresh Start relief overall is forecast by the SFC to cost £5 million in 2023-24.

In the period since this commitment was made in 2021 we have invested £38 million directly into Scottish businesses and associated support for them to access. This does not include the value of the programmes that our enterprise agencies deliver on our behalf.

A breakdown of the £38 million is as follows.

The Bank’s three missions are - achieving a Just Transition to net zero carbon emissions by 2045; extending equality of opportunity through improving places by 2040; and harnessing innovation to enable our people to flourish by 2040. These missions, which reflect the ‘grand challenges’ facing Scotland over the coming decades, were set by Scottish Ministers in December 2020 to give the Bank long term strategic direction for its investment activity. Given the long term nature of these challenges and that the Bank is only just entering its third full year of operation, Ministers have no plans to review the three missions at this point.

The Scottish Government’s Ministerial Population Taskforce recognises the significance of long-term projected demographic change and since publishing the Population Strategy in 2021, it has focused - across government, and with local and regional partners – on ensuring Scotland’s population profile provides a platform for sustainable and inclusive economic growth and wellbeing.
