The Scottish Government held a public consultation on the draft of the new physical intervention in schools guidance in 2022 Physical intervention in schools: draft guidance - gov.scot (www.gov.scot) .

The consultation closed at the end of October. We are carefully considering all responses received and recognise that there are calls for further legislation in this area. A consultation analysis report is currently being prepared for my consideration by education officials.

Alongside the publication of the guidance, and in line with our original commitments, we are exploring options to strengthen the legal framework in this area during the course of this parliamentary term. This includes the option of placing the guidance on a statutory basis.

The Scottish Government does not operate any TikTok accounts.

The Scottish Government is aware that drug treatment and testing order (DTTO) services in Edinburgh were temporarily suspended in 2022 and has worked with the local authority and other partners over recent months to understand the issues behind this and offer support where appropriate. DTTO services were reinstated in late February on a limited basis and we will continue to support efforts to ensure that those in need can access drug treatment across Scotland.

As recently announced in our Drug Deaths Taskforce Response, the Scottish Government is currently carrying out a review of DTTOs and other relevant orders to assess how they have been used, their outcomes, and whether they are the most effective mechanism to support recovery and reduce recidivism rates.

Scottish Ballet is one of Scotland’s five National Performing Companies and has met with Scottish Ministers on two occasions since May 2021.

On 22 February 2022 Scottish Ballet held an introductory meeting with Neil Gray following his appointment as Minister for Culture, Europe and International Development and Minister with special responsibility for refugees from Ukraine.

On 11 January 2023 Scottish Ballet, along with the other National Performing Companies, met with the Cabinet Secretary for Constitution, External Affairs and Culture to explore how their international tours could further enhance the reputation and brand of Scotland overseas.

As a National Performing Company the Scottish Ballet receive direct funding from Scottish Government. Scottish Government officials have met regularly since May 2021 with the Scottish Ballet as part of normal grant management processes.

The Scottish Government will continue to have regular dialogue with the culture sector and, given the recent changes in the Scottish Government Ministerial team, introductory meetings between relevant Ministers and the National Performing Companies are currently being considered.

As part of our rights-based approach to social security, we are committed to minimising as far as possible any burden on clients. Where we have been able, we are already working with the UK Government to automate some of our payments for that very purpose.

Most eligible people already receive Child Winter Heating Assistance and Carer’s Allowance Supplement automatically based on qualifying benefits. Also, throughout February and March almost 400,000 low-income households will have automatically received the £50 Winter Heating Payment, providing support towards their energy bills for this winter.

Alongside DWP, we have developed a successful case transfer process which ensures people continue to receive the right payments at the right time – automatically transferring their awards from UK Government benefits onto the appropriate Scottish payment without them having to re-submit the information they provided in their original application.

In line with our commitment to maximise the take-up of Scottish benefits, we will continue to explore further opportunities for automation – including further appropriate and proportionate data-sharing across the range of systems that support Scotland’s population.

Scottish Government grant making is allocated across portfolios to various parts of the third sector to improve a wide range of outcomes. Some Scottish Government funding will be issued through third sector intermediary organisations. Each grant funding programme will have its own specific application criteria related to desired policy outcomes. This information is not centrally collated.

As noted in the answer to question S6W-16405 on 18 April 2023, the Scottish Government carried out a number of Impact Assessments during the pandemic to help inform key decisions and to understand their impact on those at risk and on vulnerable groups, including learners. These impact assessments went wider than the specific concerns raised in this question and considered issues including children’s rights and wellbeing, equalities, as well as, the impact on island communities. These Impact Assessments have been published on the Scottish Government website and links have been provided in the answer to question S6W-16405. The Scottish Government undertook a suite of Impact Assessments during the pandemic to help inform key decisions and assess their potential impact on those at greatest risk from COVID- 19 and on vulnerable groups, including learners.

The Scottish Government and Education Scotland also published an Equity Audit on 13 January 2021 to share our understanding of the impact that COVID-19 and school building closures had on children from disadvantaged backgrounds. This also set clear areas of focus for accelerating recovery from the pandemic.
