To maximise the benefits of the Agri-Environment Climate Scheme (AECS) in mitigating climate change, the 2023 round will target support for agri-environment, organics and slurry storage applications. This approach will focus on enabling options within the scheme, offering support to as wide a number of beneficiaries as possible.

Significant budget cuts arising from the UK Government reneging on public commitments that farmers and crofters would not be worse off as a result of the EU Exit, has led to the difficult decision to suspend some elements of the 2023 round, including public funding for the mechanised and chemical control of bracken.

The suspension of mechanical and chemical bracken control applies to applications for AECS funding in 2023 and there are no plans to offer alternative funding in 2023.

Manual bracken control continues to be offered, and this is often the preferred treatment method on species rich grassland and other habitats offering high biodiversity value.

Those with existing AECS contracts or new contracts, following the 2022 AECS awards announced on 19 January 2023, which contain bracken control through chemical and mechanical means will continue to be supported.

Decisions on future rounds of AECS will be taken once detail is confirmed on the budgetary position for 2024 onwards.

Support for heather restoration through the Agri-Environment Climate Scheme (AECS) has been suspended since 2020 following advice from NatureScot that the commonly used chemical treatment was not tested for use in rough grazing and upland areas. This treatment had negative implications for biodiversity and carbon sequestration.

As there is no suitable alternative, this option was suspended. If in future, a chemical treatment is approved by the Chemicals Regulation Division (CRD) for use in upland areas this decision will be reviewed. Existing commitments at the time of suspension were removed without penalty.

All applications for a European Protected Species (EPS) licences must provide the number of individual animals affected by the proposed work, and applicants must show how this number was calculated.

Marine Scotland has published a document that provides guidance and advice for any aquaculture production business that wishes to apply for a licence to disturb EPS as a result of ADD use - faq_adds_and_eps_including_annex_1_and_annex_2_-_version_5_-october_2021_-_final.pdf (marine.gov.scot) . The guidance provides links to how areas are defined and the cetacean abundance estimates that should be used for calculations, While this document focuses on finfish farms, the information provided can be of use to anyone applying for an EPS licence.

While not published yet, Marine Scotland are in the process of updating its guidance on the use of finer scale distributions to account for uneven densities of marine mammals across SCANS blocks. Previously, the block estimates from SCANS III (Hammond et al. 2021) were recommended, however finer scale density surfaces are now available: Modelled density surfaces of cetaceans in European Atlantic waters in summer 2016 from the SCANS-III aerial and shipboard surveys (Lacey et al. 2022) . These estimates can be downloaded as shapefiles for each species here , and are considered the best available density estimates to use in EPS license assessments. Finer scale density estimates allow for a better characterisation of uneven distributions within SCANS blocks however the issue of temporal effects remains a challenge. For a specific site, there may be other, more suitable information on the cetacean species likely to be present along with their densities. However, MSS would only recommend using robust, effort-related survey data that is appropriate for absolute density estimation.

Marine Scotland bases its decisions on the best available scientific evidence at any particular time including any relevant peer reviewed literature. Any such literature is subject to a critical review to determine its applicability. Marine Scotland’s decisions will reflect the outcome of this process as well as consideration of information provided by the applicant and any expert advice received.

Marine Scotland is currently updating the above guidance to include finer resolution species density surfaces and this will be published in 2023. All applications for EPS licences will be expected to follow the updated guidance.

The Scottish Government routinely publishes the latest data and information on the Ukraine Sponsorship Scheme in Scotland, including the number of people temporarily housed on the MS Ambition. As published on 23 February, there were around 995 guests onboard the MS Ambition as at 14 February 2023, occupying 475 cabins. The next update is expected to be published in late March.

The data are provisional management information from live operational systems and are subject to change. The number of displaced people from Ukraine in welcome accommodation on M/S Ambition is reported directly by operational teams.

Employability hubs are generally a local arrangement between The Department for Work and Pensions and local authorities. The Scottish Government does not hold the data you have requested however, local authorities and the Department for Work and Pensions may be able to provide you with this information.

Since the devolution of employability services to the Scottish Government, support is being delivered through a combination of locally designed services, No One Left Behind, and our national employment support service, Fair Start Scotland.

No One Left Behind, which commenced in 2019, is the Scottish Governments approach to transforming employment support in Scotland. It aims to deliver a system that is more tailored and responsive to the needs of people of all ages who want help and support on their journey towards and into work, particularly people with health conditions, disabled people and others who are disadvantaged in the labour market.

The No One Left Behind approach moves away from funding and delivering several separate and distinct employability programmes, to a more flexible approach. Scottish and Local Government are working with third and private sector to deliver support which aims to be more joined-up and responsive to the needs of individuals of all ages and tailored to local labour market conditions.

Fair Start Scotland, our devolved employability support service, launched in April 2018 and offers 12 to 18 months of tailored, flexible and person-centred pre-employment support to people who want help to find and remain in work. Up to 12 months in-work support is also available for the participant as well as the employer, helping to ensure fair and sustainable employment.

The Scottish Government is committed to ensuring everyone has access to person centred employability support that meets the needs of individuals, helping them towards, and into sustainable employment.

The Scottish Government has published analysis relating to the overall Disability Employment Gap in Scotland in Fairer Scotland for disabled people - employment action plan: progress report - year 2 . The most recent data on the Disability Employment Gap for Scotland were published in Scotland's Labour Market: People, Places and Regions – Protected Characteristics . In 2021, the disability employment gap was 31.2 percentages points, down from 37.4 percentage points in 2016.

In 2021, the Scottish Government published key statistics relating to the economic status of disabled people in the labour market in Scotland . This publication contains information from the Annual Population Survey (APS) January to December 2019 on employment rates for disabled people by main condition including those whose main condition was a mental health condition (Table 16).

A similar analysis will be updated and published by the Scottish Government in 2023 showing employment rate gaps by health problem or disability for January to December 2022.

Scottish Government’s recently published Fair Work Action Plan takes forward the next phase of actions to drive forward Fair Work. The plan includes actions aimed at reducing the Disability Employment Gap.

The Fair Work Action Plan will be supported by an evidence plan to be published in late 2023, along with an accompanying measurement framework. It will monitor the fair work context and progress we are making over time to ensure our actions respond to change and measure the impact of our current actions, including drawing lessons from actions we will deliver as part of this plan.

Dog owners must take responsibility for their pet and responsible behaviour is central to the concept of exercising access rights. Increasing awareness is a key factor in the prevention of livestock worrying incidents and the associated unnecessary suffering. The Scottish Outdoor Access Code is clear on the rights and responsibilities of land managers and those exercising access rights, and is widely publicised.

Further to this the Scottish Government previously undertook an awareness raising digital campaign, in partnership with the Scottish Society for the Prevention of Cruelty to Animals to promote responsible dog ownership. The campaign was re-run on Facebook, Twitter and Instagram in September and December 2021, to further emphasise the importance of training pet dogs correctly. Reportedly NFU Mutual have estimated the cost of dog attacks on Scotland’s livestock fell by almost a third in 2022, indicating greater awareness on this matter.

The Scottish Government established the Independent Strategic Review of Funding and Commissioning of violence against women and girls services to develop a new funding model to ensure victims have access to high-quality, accessible specialist support.

The call for written evidence is one part of the overall data collection process undertaken by the Review team, which includes around 80 engagement sessions with stakeholders. The final report will be considered by Ministers once complete, and it would be premature to comment on the views expressed by those who submitted responses before the Review has analysed all data collected and made recommendations.

The final report and the evidence provided to the Review will also inform the upcoming refresh of the Equally Safe strategy.
