I replied to a similar question from the member on 15 June 2022 (S6W-08828) explaining that collision data for 2022 was not available at that time. Data on fatal and non-fatal road collisions for 2022 are still being collected and provisional figures will be available in May 2023. I will therefore be able to provide an update to the members’ question at that time.

We intend to open a Scottish Government Office in Warsaw within the lifetime of this Parliament. The office will contribute to a fairer, greener Scotland by promoting Scottish culture and expertise, attracting inward investment and fostering people-to people contacts between Scotland and Poland.

The National Transition Training Fund was operational from October 2020 until August 2022. Within this period 885 training places were made available across a number of projects focused on social care. This number excludes college data from the 2021-22 academic year as this data is included within official Further Education Statistics (FES) due to be published in February. A report on the second and final year of NTTF will be published following the publication of FES data, and the college data will be included in the final published report.

As set out in the August 2021 Plan the establishment of a Women’s Health Research Fund is a long term action with a delivery timescale of three years or more from publication.

The Scottish Government is committed to ensuring women can access appropriate contraception when and where they need it. Since November 2021, community pharmacies have been able to supply the progestogen-only pill for a 3-month period, if clinically appropriate to do so, and in line with a national Patient Group Direction (PGD). The national roll-out followed a successful pilot in pharmacies across Lothian and Tayside.

This availability of bridging contraception from community pharmacies enables women to access contraception without the need for a prescription and receive healthcare advice and treatment from their community pharmacist. Thereafter, individuals wishing to continue with a regular supply or access an alternative method of contraception, may contact their GP practice to request a repeat prescription or request an appointment to discuss their options.

Contraception can be obtained for free from:

• most GP surgeries

• community contraception clinics

• some genitourinary medicine (GUM) clinics

• sexual health clinics

• some young people's services.

However, there are two brands of the progestogen-only available to purchase over the counter (OTC) in pharmacies, increasing choice for women in the ways in which they can access contraception.

Work to widen eligibility for PrEP in Scotland is well underway. This has been progressed by a dedicated PrEP Short Life Working Group, comprising clinical and third sector representatives, which is developing guidance for new eligibility criteria. The goal is to ensure that anyone who is at risk of acquiring HIV is eligible to receive PrEP.

Widening eligibility will also require ensuring appropriate capacity to provide PrEP. In December 2022, the Scottish Government committed to support a pilot for an online service providing access to PrEP. Work on this is now being taken forward. If successful, in the long term, an online service could improve access, including for those living in remote or rural areas.

The investments made to date from the Recycling Improvement Fund have the potential to reduce CO2 emissions by 32,104 tonnes each year.

With support from Zero Waste Scotland, local authorities submit estimated greenhouse gas emission reduction figures, where available, for each project as part of the Fund’s assessment process. These figures are regularly reviewed during project implementation as part of the Fund’s monitoring processes, and as a result there may be variation in these figures as individual projects progress.

There are an estimated 930,000 people eligible for the Young Person’s Free Bus Travel Scheme. This refers to the number of people aged 5-21 who have become eligible for concessionary travel as a result of the Young Person’s Scheme.

(b) Transport Scotland does not hold application information. The Improvement Service are in charge of applications made through getyournec.scot and parentsportal.scot, and all other applications are managed by the individual local authorities.

(c) As of end of day 19th December 2022, there were 561,623 cardholders under the Young Persons’ Free Bus Travel Scheme.

This data is supplied by the National Entitlement Card Programme Office (NECPO). NECPO support the 32 local authorities by assisting with the integration of various national and local public services on the National Entitlement Card (NEC) and are the joint controller with local authorities of this data. The figure includes travel products collected from the Transport Scot Pass Collect mobile application.

Alcohol duty is reserved to the UK Government. The Scottish Government would strongly recommend that the UK Government considers public health as part of any review to alcohol duty.

The Scottish Government believes that the stronger the beverage, the higher the duty should be, as it is the alcohol that causes the harms and stronger alcoholic drinks allow for faster consumption of alcohol. This is in line with the rationale behind our world leading minimum unit pricing policy which targets high strength, low-cost alcohol.

Our Alcohol Framework sets out our priorities for preventing alcohol-related harm. We take a whole population approach to tackling alcohol-related harms, in line with the World Health Organization’s focus on affordability, availability and attractiveness of alcohol.
