Reduced prevalence and hospitalisation rates has resulted in an easing of the previous infection and prevention control measures which has contributed, in turn, to a reduction in expenditure levels.

There are no plans to reduce COVID-19 testing in health and social care settings as a result of the Emergency Budget Review. In line with the Test and Protect transition plan, testing remains in place to support patient treatment and care, protect those in highest risk settings, monitor prevalence and the risk of new variants, and respond to outbreaks. Testing policy and protocols are kept under regular clinical review.

Similarly, PPE provision continues to be informed by infection prevention and control guidance. NHS NSS currently hold sufficient pandemic PPE stock to supply NHS Scotland well into 2023-24 based on current usage rates. Social Care PPE provision continues to be available in case of emergency PPE being required and for unpaid carers and personal assistants.

The Scottish Government recognised the unprecedented nature of the changes required in the Emergency Budget Review and also published analysis of the equality and fairness impacts of the most substantive in-year adjustments. Given the exceptional circumstances and time constraints under which the Review was undertaken, the summary evidence was necessarily presented at a high level and focused on the most substantial changes.

In the case of the £116m reduction in Covid-related spending, this covers a range of actions on vaccinations, test and protect, PPE and additional capacity to drive down additional costs. It is important to note that the spending reduction is a consequence of reduced prevalence and hospitalisation rates resulted in evidence-based easing of infection prevention and control measures.

However, the impact on inequalities continues to be a focus, and includes measures to ensure uptake rates and activity aimed at reducing vaccine inequalities are not negatively affected.

We will continue to develop equality evidence, as well as mitigations wherever possible for negative impacts, including building on the evidence on inequalities in relation to COVID vaccination, testing and surveillance, for example as set out in the equality impact assessment for the Coronavirus (COVID-19): Strategic Framework update (February 2022).

The Scottish Government is engaging with farming interests on this topic though dialogue with NFUS and more widely through the Trees on Farms stakeholder group.

We also carefully monitor tree planting funded through the Forestry Grant Scheme and this shows that overall, planting has been delivered in-line with the current Woodland Expansion Advisory Group guidance on planting on agricultural land.

Since 2008, the combined area of woodland creation on prime and non-prime agricultural land (LCAs 2.1-4.2) totals less 1% of the area of these land classes.

We are also improving support and awareness of ways to establish more trees in ways that benefit farmers. This includes working through the Integrating Trees Network to promote the opportunities and help farmers and crofters get the benefits of growing trees supporting their farming business.

The Scottish Government is committed to ensuring that people who have had a stroke receive the best possible care as quickly as possible to enable them to live longer, healthier and independent lives. This commitment extends to the emotional and psychological impact of stroke and the Scottish Government wants to ensure that the detection and management of the psychological consequences of stroke are seen as a priority by health boards. We will continue to work with organisations such as the Stroke Association to make real improvements to the quality of life of people in Scotland affected by stroke.

Paragraph 9(6) of the National Parks (Scotland) 2000 Act states that, if it appears to the National Park Authority that there is a conflict between the National Park aim set out in section 1(a) (i.e. to conserve and enhance the natural and cultural heritage of the area) and other National Park aims, the Authority must give greater weight to the aim set out in section 1(a).

The National Park Authorities in Cairngorms and Loch Lomond & The Trossachs are required by the Scottish Ministers to prepare a National Park Plan setting out how they will deliver the aims of the National Park collectively in relation to their area. The National Park Plan is approved by the Scottish Ministers.

For example, the current Cairngorms National Park Partnership Plan 2022-2027 is the strategic management plan for the area and provides a strategic policy context for decision making within the National Park. Section 9 (6) of the National Parks (Scotland ) Act 2000 is embedded in the Park plan and its subsidiary documents and it guides decision making within the Park. The National Park Authority can also apply section 9 (6) to individual decisions if it feels the aims are in conflict and greater weight should be given to the first aim.

The following table provides a monthly breakdown of network uptime across the entire ChargePlace Scotland network for the last year with an average uptime of 97.1%.

The Scottish Government do not currently hold this information by Local Authority area for the previous 12 months. However CPS has recently published a new Network Performance page on the website which will continuously be updated with ready access to detailed information on the performance of the public charging network with information such as uptime by Local Authority area.

The Mobility and Access Committee for Scotland (MACS) wrote to Transport Scotland in March 2022 expressing their desire that no Ministerial Directions be given on which type of pavement can be considered by local authorities for an Exemption Order. We sought to allay their concerns during a meeting between MACS and the Minister for Transport on 15 June 2022 and a further meeting with the policy lead of MACS and Transport Scotland.

During these meetings we confirmed that exemptions had already been the subject of Parliamentary debate during the passage of the Transport (Scotland) Act 2019. We also confirmed that Ministerial Directions will not allow for blanket exemptions of streets from the National pavement parking prohibitions and will set out scenarios where local authorities may be able to consider an exemption. Exemptions will only be considered in exceptional circumstances and will not be the norm. Any such exemptions will require to be clearly marked by signs and lines on the ground so that a driver can be in no doubt where pavement parking is permitted.

Additionally, we are currently finalising the wording of the Ministerial Directions to take account of any issues raised in the public consultation.

The following table details capital spend on digital connectivity infrastructure in each of the last five financial years. As our digital connectivity infrastructure programmes are national initiatives, we are unable to provide a breakdown of spend by local authority area.

The R100 programme comprises of three R100 contracts with BT plc, the R100 Scottish Broadband Voucher Scheme and commercial coverage. For those within future R100 contract build plans, there are a number of satellite and mobile service providers who can deliver a commercial service in the meantime. Our R100 Scottish Broadband Voucher Scheme remains available for those whose properties are not expected to benefit from either R100 contract build or commercial coverage.
