The Scottish Government is a key partner in Save a Life for Scotland (SALFS), a partnership including the emergency services, third sector organisations and academic researchers. SALFS is responsible for the delivery of the Out of Hospital Cardiac Arrest: Strategy 2021 to 2026 . Data on progress of the strategy is available at; Scotland’s Out of Hospital Cardiac Arrest Report 2019 – 2022 .

SALFS approach to increasing the number of out-of-hospital cardiac arrests that have a defibrillator applied before the ambulance service arrive from 8% to 20%, is to ensure that defibrillators are publicly accessible, registered and there is a data driven approach to their placement.

Work underway includes the SCOT-PAD project, to develop a tool to support organisations and communities with more evidence on the optimal location to place their defibrillator. Progress is also being made in registration of defibrillators with the number of defibrillators in communities across Scotland that are registered with the Circuit doubling since 2019 to almost 5,000.

As at the end of the day 31 March 2023, there were 36,131 cardholders under the Young Persons’ Free Bus Travel Scheme in South Lanarkshire.

This data is supplied by the National Entitlement Card Programme Office (NECPO). NECPO supports the 32 local authorities by assisting with the integration of various national and local public services on the National Entitlement Card (NEC) and are the joint controller with local authorities of this data. The figure includes travel products collected from the Transport Scot Pass Collect mobile app.

Just like similar schemes around the world, Scotland’s Deposit Return Scheme (DRS) is being delivered and funded by industry. It is for them to determine the appropriate manner in which to meet their obligations under the Regulations, including whether or not to establish a private company to act as a scheme administrator.

Given that it is already standard that private companies are not covered by Freedom of Information legislation, and producers themselves formed and administer Circularity Scotland, the Scottish Government does not consider an assessment of any potential impact on relations between the DRS administrator and producers where Circularity Scotland is not subject to Freedom of Information legislation to be necessary.

Following discussions with the operator, Serco NorthLink Ferries, it was clear that the associated works required in order to change the date mid-contract would have a cost and impact to all customers.

We will however seek to revert to the previous date that would open the bookings from October, noting that the previous delays were to allow funding to be found to freeze the fares due to the cost of living crisis.

At 35.5% of all Higher entries, 2022 Higher entries for STEM subjects have remained similar to previous years, despite fluctuating numbers of entries for individual subjects. Looking beyond National Qualifications in 2022, at SCQF levels 4-6, the proportion of skills-based qualifications, awards and certificates awarded to Education Authority candidates in STEM related subjects was up on 2019 levels, having increased from 12.6% to 35.5%.

Nevertheless we acknowledge the need to continue to support STEM learning. This academic year we offered 150 STEM bursaries of £20,000 to ease the financial transition for career changers wishing to undertake a one year Postgraduate Diploma in Education (PGDE) that leads to the award of qualified teacher status in the STEM subjects with the greatest demand for teachers.

More broadly since 2017, we have been implementing our STEM strategy which includes work to ensure ongoing take up of STEM subjects with funding being provided to programmes such as ‘Raising Aspirations in Science Education’ a partnership with the Wood Foundation and the Young STEM leader programme which inspires and rewards young people to take up STEM subjects and encourages their peers to do so.

Social Security Scotland directly employed 3,976 staff (headcount) as at December 2022. There were 3,566 directly employed staff who work in Social Security Scotland's central buildings in Dundee and Glasgow.

Social Security Scotland has adopted hybrid working in its central buildings. All colleagues based in Dundee and Glasgow are expected to spend part of their working week in an office.

The Scottish Government is taking a range of activities to improve circularity within the Scottish economy. This includes consulting on proposals for a Circular Economy Bill Delivering Scotland's circular economy: Proposed Circular Economy Bill - Consultation analysis - gov.scot (www.gov.scot) which we will bring forward before summer recess, and for a Waste Route Map which will be published later this year Delivering Scotland's Circular Economy - route map to 2025 and beyond: consultation analysis - gov.scot (www.gov.scot) .

We have made one of the biggest investments in a generation to modernise recycling in Scotland through the £70m Recycling Improvement Fund. The Fund is supporting Scottish councils to modernise recycling services and increase both the quantity and the quality of recycling collected. This increases the supply of materials in frequent use and high demand, such as plastics, and helps to ensure availability of materials for businesses whilst reducing waste.

The forthcoming Deposit Return Scheme has already delivered hundreds of millions of pounds of investment across Scotland and is creating over 500 new green jobs.

Last year, we launched a Circular Textiles Fund to improve the circularity of textiles; issued a revised procurement policy note setting out that we expect public bodies to use their public procurement spend to support climate and circular economy ambitions ( Public procurement - taking account of climate and circular economy considerations: SPPN 3/2022 - gov.scot (www.gov.scot); and launched the Low Carbon Manufacturing Challenge Fund, which will support the development of new business models based on the principles of a circular economy.

We also provide funding to Zero Waste Scotland which has a range of support available for businesses and social enterprises to help them transition to more circular ways of working. Zero Waste Scotland also works in partnership with organisations throughout Scotland to encourage collaboration on circular economy projects between businesses, sectors and communities, for example: with Highlands & Islands Enterprise, South of Scotland Enterprise, Chambers of Commerce, manufacturing and renewable energy industry bodies.

I have asked Teresa Medhurst, Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:

Since January 2022, there have been 20 instances of drone activity being recorded over or inside the prison estate, out of which there were been 6 physical drone recoveries. SPS systems cannot provide information prior to this date as incidents before January 2022 are not categorised to allow this information to be extracted. The rising number of incidents involving drones has now resulted in closer monitoring and recording of these incidents.
