Data collected is recorded as a collective for 16–24-year-olds and not broken down by funding stream. Therefore, we are not able to provide a breakdown of training opportunities that are funded through Young Person’s Guarantee. Our Devolved Employment Services: statistical summaries, which included data on‎ 16–24-year-olds, are published quarterly and are available on our gov.scot website.

No One Left Behind is a place-based approach which sees decisions about services taken locally.

Design and delivery of employability services that meet the needs of users and local labour markets is the responsibility of the Local Employability Partnership (LEP). To support this, and ensure national coherence, we co-designed employability service standards with partners and users. LEPs are required to uphold the expectations set out in the service standards, including ensuring their services are accessible and take account of the experience of users across every area of Scotland.

Learning and evaluation continue to be a key aspect of our approach to employability services in Scotland.

We will consider the recommendations from the implementation evaluation of No One Left Behind and the Young Person’s Guarantee, alongside the outputs from our recent national stakeholder discussion events and actions will be reviewed to identify how we can improve.

The Scottish Government continues to work closely with local government partners in each local authority to promote and drive an increase in the reach of our services across all of Scotland.

Regarding applications for onshore wind development with a capacity in excess of 50 megawatts (including applications to extend and vary wind farms in excess of 50 megawatts where an application was made to Scottish Ministers) that have been granted contrary to a planning authority objection in the past 10 years are presented in the following table.

Funding for energy efficiency measures is only paid once an installation has been completed. Therefore, the number of properties that have installed energy efficiency measures through funding from the Private Rented Sector Landlord Loan Scheme is the same as the number of properties that have received funding for energy efficiency measures.

Scottish Government has not undertaken an analysis of where in the UK potential purchasers of Scottish carbon credits are located.

Voluntary carbon credits purchased from the UK’s Woodland Carbon Code and Peatland Code can only be used to compensate for UK-based emissions, in a UK-wide market.

Buyers who set up accounts on the Land Carbon Registry use their headquarters address when setting up their accounts, and this is checked by the Registry against the UK-wide Companies House Records. Many UK-wide companies will have a headquarters address in England, even if they operate and have emissions in Scotland. 15% of companies who have a corporate buyer account on the UK Land Carbon Registry have a registered headquarters in Scotland. The remainder are in England.

Within the Scottish Government funding of Health and Care Research comes under the remit of the Chief Scientist Office (CSO).

The Scottish Government currently has no plans to bring forward proposals for the regulation of carbon market participation for Scotland. It is committed to developing a values-led high integrity market for responsible investment in natural capital and will publish proposals for a Natural Capital market framework to support this commitment, and to strengthen the Interim Principles on Responsible Private Investment, in 2023-24.

Voluntary carbon credits generated in Scotland and purchased from the UK’s Woodland Carbon Code and Peatland Code can only be used to compensate for UK-based emissions, in a UK-wide market.

Section 23 of the Children (Scotland) Act 2020 (the 2020 Act) requires the Scottish Ministers to set up an assistance scheme to fund the costs of alternative dispute resolution for individuals in relation to any matters under section 11 of the Children (Scotland) Act 1995 (the 1995 Act), such as child contact and residence cases.

Section 24 of the 2020 Act requires the Scottish Ministers to arrange a pilot scheme of mandatory meetings to provide information to individuals involved in proceedings under section 11 of the 1995 Act on the alternatives to court for resolving disputes.

Until the Scottish Ministers have fulfilled these duties there is a requirement under sections 23(7) and 24(4) of the 2020 Act to lay before the Scottish Parliament six-monthly reports explaining why the duties are not yet implemented and stating when they are expected to be fulfilled.

The Scottish Government plans to produce guidance for individuals, who are considering seeking an order under section 11 of the 1995 Act, on alternatives to court.

The Scottish Government is working with the Care Inspectorate with a view to the Care Inspectorate becoming the regulator of child contact services.

We are also considering what other provisions of the 2020 Act we can commence in the next year, but will need to take full account of current budgetary constraints.
