To ask the Scottish Government what NHS Grampian's (a) (i) NHS Scotland Resource Allocation Committee (NRAC) formula target and (ii) actual funding allocation and (b) distance from NRAC parity has been in each year since 2016-17.
Answer
The Scottish Budget provides additional funding of £730 million for frontline NHS Boards in 2023-24 and continues to ensure that no Board is further than 0.6% from its target funding allocation.
In 2023-24, NHS Grampian will receive additional investment of £57.7 million, and this will take the Board’s overall funding in excess of £1.1 billion for the fourth consecutive year. Since 2015-16, NHS Grampian has received additional funding of £56.2 million specifically to support the Board's movement towards NRAC parity.

Information on the tonnage of waste Scotland has the capacity to recycle is not held centrally.
Information on the tonnage of waste that has been recycled in Scotland in the last five years is available from SEPA (Scottish Environment Protection Agency) via its household waste data reporting: www.sepa.org.uk/environment/waste/waste-data/waste-data-reporting/waste-data-for-scotland/

To ask the Scottish Government when the First Minister’s Investor Panel will report, and whether it has made any comments or recommendations regarding the Scottish Government’s proposal to issue a bond.
Answer
We expect the Panel to report its full findings and recommendations by the end of November. The Panel provided its first stage work to the Scottish Government in September. This covers a wide range of findings and recommendations relating to how Scotland can attract mobile capital to support the just transition to net zero. It includes a recommendation that: “Although it will involve additional costs, Scotland’s profile could be significantly raised in the international capital markets by using existing devolved powers to issue debt. This will provide a motivation for regular engagement by investors and an opportunity to market Scotland’s investment story. It would also allow the development of relationships with providers of debt, a track record and credit rating.”

To ask the Scottish Government whether it will request that its trunk road maintenance contractor engages with Glasgow City Council to repair the feature lighting located beneath the M8 motorway bridges at Junction 16 Craighall Road.
Answer
Local authorities have a duty under the Roads (Scotland) Act 1984 to manage and maintain local roads in their area and duties under the Road Traffic Regulation Act 1984 to secure the expeditious, convenient and safe movement of traffic.
As the lighting in question is local authority owned, we would advise Mr Sweeney to contact Glasgow City Council for further information.

To ask the Scottish Government what its position is on whether its Infrastructure Investment Plan is compatible with the emissions targets set out in the Climate Change (Scotland) Act 2009, in light of a reported breach of statutory duties identified by the Environmental Rights Centre for Scotland and Good Law Project.
Answer
Scottish Ministers accept that the documentation published to date falls short of the requirements of Section 94A of the Climate Change (Scotland) Act 2009. Scottish Ministers are committed to complying fully with these requirements and are engaging with Environmental Standards Scotland on this matter through the informal resolution process. To this end, the Scottish Ministers intend to publish an assessment of the extent to which investment in accordance with the Infrastructure Investment Plan is expected to contribute to the meeting of the emissions reduction targets in Part 1 of the 2009 Act. In the context of the informal resolution process, it is the Scottish Ministers’ intention to share with ESS the proposed assessment prior to publication. This will be done as soon as possible and before the end of the calendar year, with publication anticipated in early course thereafter.
