We have been supporting Scottish Prison Service (SPS) and other partners in delivering an improvement in the GEOAmey contract which has resulted in early positive signs, with a slowdown in staff attrition and improved staff numbers.

SPS is continuing to monitor the performance of the contract carefully to ensure target thresholds are met and we see a level of service which properly meets the needs of the Scottish Justice system.

We fully recognise the importance of access to justice of all those who come into contact with the justice system. We are considering a range of practical options to support this, including increasing the use of virtual custodies. The Scottish Courts and Tribunals Service (SCTS) remain committed to returning business to the island courts and are engaged with their justice partners to achieve this.

The independent due diligence on Ferguson Marine’s initial capital investment request concluded that the initial business case would not meet the Commercial Market Operator test, which is a key legal requirement if we are to demonstrate compliance with the subsidy control regime.

The Scottish Government microplastics monitoring programme began in 2013, and has undertaken annual surveys since that time. There have been nearly 400 locations sampled between 2013 and 2023. Microplastics are present in the surface waters of all Scottish Marine Regions, although have not been found to be present at all sample sites. Scottish Marine Regions next to the most urbanised and industrialised areas of the country have been shown to have higher concentrations of microplastics. Annual surveys continue to gather data, in order to work toward determining a baseline and / or trends.

Sea-floor litter data is collected during Scottish Government fish surveys which sample Scottish waters. There is now over 10 years of data, from 2012 onwards, which is used nationally and internationally as part of wider efforts to monitor changes in marine litter levels. There is evidence of an apparent decrease in litter density over time for some areas of Scotland’s seas.

The density and type of litter found on Scotland’s beaches has been recorded by the Marine Conservation Society since 1993. This data has been used by the Scottish Government to produce the Scottish Beach Litter Performance Indicators. Beach litter loadings have been calculated for five sub-regions around the Scottish coastline. The amounts of litter found in the five sub-regions show a variety of trends, dependent on the litter type and location.

The Scottish Government is advised on food safety and standards matters by Food Standards Scotland (FSS). They have advised that in August 2023, they contacted a range of interested parties to seek initial views on the proposed changes at EU level. This included eleven trade associations and honey producers along with the 32 Scottish Local authorities. FSS included a statement in the letter issued stating that stakeholder data would be anonymised, and we are therefore unable to disclose the specific details of the businesses included for data protection reasons. Responses are currently being considered and this will help inform policy thinking ahead of a review of the domestic honey regulations and working with the other departments with food labelling and composition standards responsibilities across the UK.

To help inform these discussions I have commissioned an external modelling and research exercise which will consider a range of factors including current teacher numbers, pupil teacher ratios and the projected decline in the number of school-aged children in Scotland. This work will inform decisions on education workforce planning for future years and is due to conclude by the end of December.

We continue to work with the Scottish Negotiating Committee for Teachers on how we can best progress this commitment.

In line with the normal budget processes the Scottish Government is engaging regularly with the Scottish Funding Council on preparation for the 2024-25 Budget. This engagement will continue with the Scottish Funding Council and the sector to ensure we put the needs of learners first.

Information on the incidence or occurrence of rare conditions such as cystic fibrosis is not held centrally by the Scottish Government, however, it is estimated that approximately 900 people in Scotland have cystic fibrosis .

We are now seeing significant and sustained improvements in CAMHS waiting times. In the quarter ending September 2023, 75.6% of CAMHS patients started treatment within 18 weeks of referral, up from 67.9% in same quarter the previous year, and 13 out of 14 CAMHS Services had effectively eliminated their long waits (where 3% or fewer of all waits are over one year).

We continually monitor CAMHS waiting times performance and backlogs and are directing tailored support to those Boards with the longest waits, providing access to professional advice, ensuring they have robust improvement plans in place and monitoring their implementation.

We have commissioned all Boards to submit performance trajectories up to March 2024, including a timeline for clearing long waits. These will be updated annually and used to inform further targeted improvement work to ensure all Boards consistently meet the CAMHS waiting times standard.

We have allocated £48.6 million of supplementary funding to Boards this year via the Mental Health Outcomes Framework to improve the quality and delivery of mental health services for all. This is in addition to £36.7 million allocated to Health Boards via the Outcomes Framework in 2022-23; and to the total package of core funding that Health Boards receive.

The SPCB is aware of the serious risk of possible outside interference to the Scottish Parliament. We have a range of measures in place to mitigate the risk as far as possible. As these measures impact on the security of the Scottish Parliament, it would not be appropriate to publish the details of these measures.

The Member may wish to be aware that the SPCB approved a series of CPD briefing sessions in early November for Members and their staff, with representatives from our security partners, to raise awareness of outside interference. The briefing sessions focused on what Members and their staff can do to help with managing the risk from outside interference.
