Since 1 April 2018, support for victims of offences under the Human Trafficking and Exploitation (Scotland) Act 2015 has been placed on a statutory footing.

Statutory support is delivered through grant awards from the Victim Centred Approach Fund to the Trafficking Awareness Raising Alliance (TARA) and Migrant Help. Support may be provided for up to 90 days, or longer in some circumstances, and can include accommodation, assistance with day to day living, medical advice and treatment including psychological help, language translation and interpretation, counselling, legal advice, help accessing other services and, if the victim wishes, repatriation.

Case assessment is part of the ongoing support function carried out by TARA and Migrant Help and as such the Scottish Government does not hold this information.

In the period 1 April 2022 to 31 March 2023, 221 individuals moved from Scottish Government-funded accommodation to Home Office asylum accommodation.

The Scottish Government does not hold sufficient data to provide the remaining information requested. This information may be held by operational partners.

The Scottish Government continues to liaise with the Scottish Violence Reduction Unit regarding youth violence and funds the Unit to take forward a number of preventative measures, using a public health approach which focusses on the underlying drivers of offending behaviour. These are outlined in the recently published Violence Prevention Framework for Scotland and include targeting weapon carrying amongst some young people; targeting the effects of social media on violence; and helping support more young people with multiple complex issues to engage with appropriate services. The Scottish Violence Reduction Unit will also be one of numerous partners we are engaging with in the forthcoming summit on violence in schools.

The following table sets out the number of children and young people who have died by suicide annually, since 2018. The suicide statistics for 2022 are due to be released by National Records of Scotland in August 2023.

The Scottish Government’s universal Baby Box programme, the only one in the UK, opened for registration on 15 June 2017. Nationwide delivery of Baby Boxes began on 15 August 2017 for all babies born and resident in Scotland.

I am unable to provide the number of Baby Boxes delivered in the Glasgow Kelvin constituency area as data on the numbers of Baby Boxes distributed is recorded by Health Board area. The total number issued in the NHS Greater Glasgow and Clyde Health Board area up to 26 May 2023 is 64,612 Baby Boxes.

The Scottish Government publishes figures relating to delivery of affordable homes across Scotland since April 2007, on a quarterly basis, which can be found online at:

The Scottish Government does not hold information at a constituency level. However, between 1 April 2007 and 31 December 2022 there have been a total of 20,161 affordable homes delivered in Glasgow City, of which 14,560 have been social rented homes.

Homes provided through the Affordable Housing Supply Programme take various forms including; new build homes, rehabilitation projects, conversions and off-the-shelf purchases of both new and second hand homes, as identified in Strategic Housing Investment Plans (SHIPs) prepared annually by local authorities.

Figures to end of March 2023 are due to be published on 27 June 2023.

The RAIB’s accident investigation report following the Carmont rail accident in 2020 concluded that the HSTs are not unsafe, a position which has also been confirmed by the independent safety regulator, the Office of Rail and Road. The Carmont accident was caused by a fault on the infrastructure.

Transport Scotland as part of considering future fleet options continues to analyse the possibility of hydrogen powered trains on Scotland’s Railway, informed by lessons from the Scottish Hydrogen Train project and other relevant projects.

The latest Experimental Statistics from the Office for National Statistics (ONS) on the Index of Private Housing Rental Prices (IPHRP) were published on 24 May 2023, available at Index of Private Housing Rental Prices, UK - Office for National Statistics (ons.gov.uk) . There are methodological limitations with the Scotland level results being presented given the influence of the restrictions on in-tenancy rent increases introduced through the Cost of Living (Tenant Protection)(Scotland) Act 2022 which has been in force since 28 October 2022. Users of the results are advised to bear this in mind when interpreting the estimates for Scotland and comparing with other UK countries. The following cautionary text is included in this ONS publication:

“The rise in annual rental price inflation for Scotland since this (Cost of Living Tenants Protection Scotland) bill was passed will largely reflect increasing rental prices from new lets as they continue to feed into the Scotland IPHRP stock measure. There are also compositional differences between the Scotland rental data and Scotland's rental sector. Measures for Scotland are mainly based on advertised rental data, along with assumptions on average periods between rent price increases, so changes in rents for existing tenants are largely estimated. The IPHRP methodology assumes that rental price remains constant for up to 14 months if updated rental data for that property is not available. The Cost of Living (Tenants Protection) Scotland Bill could lead to an increase in the average length of time that rental price remains unchanged. If the average time between rental price changes is above the assumed 14 months, then IPHRP methodology will present higher estimates of rising rental costs in the overall market in Scotland. This is because only a small proportion of the sample is based on updated rental data from existing lets, and replacement data will be predominantly based on uncapped newly advertised rents. Users are advised to bear this in mind when interpreting the estimates for Scotland and comparing with other UK countries.”

The Scottish Government does not therefore consider that these experimental statistics are sufficiently nuanced to draw valid comparisons between Scotland and England and Wales.

Section 136 of the Mental Health (Care and Treatment) (Scotland) Act 2003 (the 2003 Act) provides for the transfer of prisoners to hospital for treatment for mental disorder by way of a transfer for treatment direction (TTD). A TTD cannot be applied to prisoners on remand (those who have not been convicted and/or sentenced yet).

Where a remand prisoner requires mental health assessment or treatment in hospital this would likely be done by way of an assessment order, treatment order, interim compulsion order or temporary compulsion order which are provided for under the Criminal Procedure (Scotland) Act 1995 (the 1995 Act). Data has been provided for females who have transferred to hospital under the 2003 Act or the 1995 Act.
