The Scottish Government does not collate data on dog attacks. There is no central database within Scotland or the UK that provides data on dog attacks by type/breed of dog.

However, Public Health Scotland collects data provided by NHS Health Boards on the number of inpatient and day case admissions to hospital where a diagnosis of dog attack (bite or strike) was recorded.

I would refer you to the answer given to question S6W-24486 on 24 January 2024 for the available data from 2004 to 2022.

The Land and Buildings Transaction Tax (Scotland) Act 2013 provides that land transactions with a chargeable consideration of less than £40,000 are not notifiable and that no tax return is therefore required. As such, this information is not available.

It is incumbent on ScotRail and Scottish Rail Holdings to demonstrate that aims set out it their proposals to adjust the opening hours of some of ScotRail ticket offices can be achieved.

Income replacement benefits such as Employment and Support Allowance and Universal Credit, which provide financial support to people of working age who are unable to work due to illness, are fully reserved to the UK Government. However our Adult Disability Payment provides financial support to recognise the additional costs of living with a disability or long-term health condition.

The Vacant and Derelict Land Investment Programme (VDLIP) is available to local authorities which bring forward suitable project proposals associated with remediating and unblocking long-term vacant and derelict land, supporting place based approaches to delivering regeneration and sustainable inclusive growth, as part of a just transition to net-zero. Additional funding to support the delivery of new homes, where this is part of the project proposals, is considered as a part of the application process by the independent investment panel.

The VDLIP has supported the delivery of 110 homes in the Highland Council area across two projects which received funding in 2023 – 2024.

There have been no applications received for projects in Argyll and Bute, Shetland Islands or Moray local authority areas supported by the VDLIP since the fund was launched in 202. We received one application for Orkney Islands and one for the Western Isles but neither was recommended for funding.

The Scottish budget has provided support to the Scottish Courts and Tribunal Service in order that a new case management system for the Office of the Public Guardian (OPG) can be introduced. The project to deliver a new system for OPG is due to be delivered over three phases. The first phase, which will enable faster processing of Power of Attorney applications, is due to be launched in 2025 and will enable OPG to bring down the processing time for cases. Phases two and three are anticipated to also be rolled out during 2025. It is estimated that the project, once all phases are delivered, will provide annual recurring savings alongside significant service improvements, and a more stable, resilient system.

The Public Service Reform Programme was established in December 2023. Through the programme we are working to address both the efficiency and effectiveness of services, whilst also working to move the public services system to prioritise prevention.

The update to Parliament in September 2024 set out the details of Scottish Government’s key efficiency programmes and projected savings. These programmes include: Commercial Value for Money (CVfM), Collaborative Procurement, Central Government Procurement Shared Services, Single Scottish Estate, The Shared Services Programme, the Intelligent Automation Centre of Excellence and the Digital Programme.

These programmes are securing significant cost avoidance and cash releasing savings, expected to reach up to £280 million over a two-year period (by end 2024-25), with further projected savings of nearly £300 million over the following two financial years to the end of 2026-27.

In terms of further detail, examples include:

• An overall total of £36M direct Scottish Single Estates benefits have been secured in the first year of the programme. This includes cash savings of £5.5M in 23-24 and £15M in 24-25
• The Commercial Value for Money programme has delivered almost £7m of cashable and £600k of non-cashable savings.
• The Intelligent Automation Centre of Excellence has delivered 143 automations with a further 469 in the pipeline. £3.9M in cost-avoidance benefits have been achieved to date.

As the programme develops further, building on the data and capacity around savings, and the embedding of reform and efficiency in the budget process, we will look to drive and quantify other savings opportunities.

Operational decisions relating to the Office of the Public Guardian (OPG) are for the independent Scottish Courts and Tribunal Service (SCTS). SCTS is rolling out a new case management system for OPG. Activation codes are not in scope for the first stages of the project, but will be considered for phases beyond 2025-26 should funding be available.

The number of properties expected to be liable for the Basic Property Rate (BPR) in 2025-2026 before any reliefs are applied is presented in the following tables, broken down in Table 1 by property class, and in Table 2 by council area.

Property class is a classification used by Scottish Assessors to describe the type of property, and does not necessarily accurately reflect the use of a property. The Scottish Government does not hold property-level data on industry sectors.

These tables are based on the non-domestic valuation roll as at 1 October 2024.

The Health and Social Care Standards, published in 2017, set out the expectation that care should be provided by health and social care professionals based on the most relevant evidence, guidance and best practice, as is appropriate to their profession and patient group. In July 2022 we wrote to health boards and GPs to raise awareness of the National Institute for Health and Care Excellence (NICE) guidelines and highlight key changes in practice, and these remain the most current national guidelines on the management of ME/CFS.

While the Scottish Government sets the strategic policy for the NHS in Scotland, it is NHS Boards and healthcare professionals locally who have responsibility for both service delivery and ensuring people receive the right care for them, taking into account relevant guidance, local service needs and priorities for investment.

In conclusion, it is for NHS Boards to determine what clinical interventions they offer, while giving regard to the considerations above.
