The draft Shetland Regional Marine Plan has been through public consultation and work to ensure the final plan is adoptable is advancing.

Officials will continue to work constructively with Shetland Marine Planning Partnership to refine and develop their plan with an aim to seek approval of the Scottish Ministers for adoption in 2025.

More frequent and meaningful budget engagement with COSLA and Councils was fundamental to informing the record funding settlement made available to Local Government in the Scottish Budget 2025-26. Scottish Ministers remain committed to deepening and broadening that partnership to ensure the sustainability of local services.

The needs-based formula used to distribute the funding available for local government is agreed with COSLA on behalf of all 32 local authorities each year. Scottish Ministers are open to exploring the funding formula through that meaningful engagement but any proposals for a formal review should properly come through COSLA in the first instance.

The Scottish Government understands that feral goat populations may need to be managed as part of a sustainable grazing management plan. Sometimes feral goat numbers need to be reduced to prevent damage to sensitive habitats or forestry interests, in much the same way deer are required to be managed. As the landowners, it is for Oxygen Conservation Limited to consider how any reduction in the feral goat population should be achieved in practice. I understand that the landowner is not calling for eradication of the feral goats but that all future herbivore management will be informed by monitoring the species.

The Scottish Government does not intend to provide feral goats with protected status. Feral goats are a non-native species and it is an offence to release any non-native species without a licence from NatureScot.

A scheme was developed in 2017 in conjunction with the Armed Forces in Scotland to enable Members to visit defence bases in Scotland to help Members better understand the range of social and welfare issues relevant to armed forces personnel, and their families, within their community.  These visits are open to all Members and are arranged through the different service secretariats based in Scotland.   

It was agreed that this scheme would be a better fit for the Parliament than the Armed Forces Parliamentary Scheme that operates in the House of Commons and the House of Lords, and there are no plans to review the scheme at this time. 

Since 2017, many Members have taken part in the Armed Forces Visits Programme, visiting defence bases across Scotland.  In 2018 and 2024, the Scottish Parliament hosted a reciprocal inward visit for representatives from the armed services in Scotland, providing them with an opportunity to meet and shadow Members.  There have been a number of outward visits this session and parliamentary officials are currently liaising with the Armed Forces to arrange the next series of outward visits before the end of 2025.

In addition, the Presiding Officer and Clerk/Chief Executive regularly arrange events at the Scottish Parliament for the armed forces to brief Members on current issues and parliamentary officials are currently looking to arrange another event in a few months.

Debt repayments put extra burden for low-income countries and take way resources from much needed investment in key areas such as health and education. The Scottish Government is committed to supporting our partner countries in efforts towards SDGs with funding for programmes focused on health, inclusive education, equalities, renewable energy, and climate justice.

The Scottish Government has continued to raise with UK Government the financial pressures on global south countries, including Scottish Government partner countries, through the reduction of aid, eg UK Aid from 0.7% to 0.5% of GNI.

We have also consistently called for funding to address loss and damage to be provided as grants, not loans, so that vulnerable communities can access support without adding to their debt burden. However, we have not had discussion with the UK Government regarding the live Cancel Debt, Choose Hope campaign to demand action on unjust debt.

The Scottish Government provided funding to Chest Heart and Stroke Scotland in 2018 to support a stroke awareness campaign. This was managed by Chest Heart and Stroke Scotland and delivered via NHS Boards. Scottish Government does not hold an evaluation of this campaign.

The 2025-26 Scottish Budget will deliver record funding of over £15 billion for Local Authorities, a 4.7 per cent real terms increase, along with full discretion over Council Tax.

Ultimately it is the responsibility of individual local authorities to manage their own budgets and to allocate the total financial resources available to them, on the basis of local needs and priorities but Scottish Ministers remain committed to ongoing meaningful engagement to ensure the sustainability of local services.

The average length of the local authority funding settlement since 2014-15 has been one year.

The opportunities of introducing three-year settlements are well understood but there are significant financial risks of doing so without the equivalent clarity from the UK Government given prominence of the adjusted block grant in the Scottish Government’s funding position. It is hoped that the conclusion of the UK Government’s Spending review later this year will create the foundations to allow the Scottish Government to adopt a multi-year approach to funding public services in Scotland. This will be taken forward through the next Scottish Spending Review.
