The Scottish Government have, and continue to, provide support to former Rolls-Royce employees through our PACE initiative for responding to redundancy situations. This provides affected individuals with the necessary skills and employability support to get back into work as quickly as possible. This includes utilising the National Training Transition Fund to help people take advantage of jobs available in growth areas of the economy, such as digital and green technologies.

In addition, Skills Development Scotland undertook the “Aerospace Workforce Survey” using both online and telephone questionnaires in May and June of this year with a response rate of 65% (195 responses from 298 contacts). More than half of those surveyed had found work in another sector in Scotland, and one in eight had found alternative work in the Scottish Aerospace sector. Those with higher level qualifications were most likely to have found another aerospace job.

A further 14% had found aerospace related work in England. Those who had left the aerospace sector were most likely to have gone into the Medical or Defence sectors, with others going into Manufacturing, Marine Engineering, Renewables and Scientific Instruments.

Just under one in ten of those responding were currently unemployed and looking for work and a further 3% were retraining. Those with lower level qualifications were much more likely to be unemployed, or retraining to improve their employment prospects. Those who were able to find another aerospace job were more likely to be working at a similar or higher level to their previous position. Those who had changed sector were much more likely to be working at a lower level; with lower earnings or less responsibility.

At the time of leaving employment all employees were invited to participate in PACE Redundancy support seminars and ,as a follow up to the survey, individuals received follow up contact from SDS Careers Advisors and opportunities continue to be promoted to those consenting to further contact.

The Scottish Government have been working with the Foreign, Commonwealth & Development Office, and the Border Force to ensure to ensure that our QR codes are accepted and compatible at international borders where required. Currently only a small number of countries require a QR code to be displayed.

NHS Scotland did not offer GP practices financial incentives to hold patient appointments remotely.

General practices are following Public Health Scotland’s advice on management of face to face appointments in primary care settings. While the number of virtual appointments will have risen during the pandemic, GP practices could adopt virtual or other forms of remote working before the pandemic.

Our draft National Planning Framework 4 (NPF4) sets out how our approach to planning and development will help to achieve a net zero, sustainable Scotland by 2045. This includes draft planning policy on Trees, Woodland and Forestry, which states that development proposals should not be supported where they would result in; any loss of ancient woodlands, ancient and veteran trees, or adverse impact on their ecological condition.

Views are currently being invited on the draft NPF4 alongside parliamentary scrutiny, following which we anticipate producing a final version for approval and adoption around summer 2022.

Scottish electricity supplies are currently considered secure. Security of supply is currently provided by a combination of large scale hydro, gas and nuclear power stations as well as the capacity to import electricity from elsewhere in the UK.

Maintaining a secure electricity supply will require increased investment in networks, greater interconnection to the rest of GB, growing electricity storage capacity (in particular pumped storage hydro), and other forms of low carbon generation. The Scottish energy strategy, published in December 2017, confirmed the Scottish Government’s continued opposition to new nuclear stations under current technologies. Our priority continues to be to support energy efficiency, develop Scotland’s huge renewable resource and to promote storage and flexibility.

The publication of Cycling by Design was announced to the media and publicised on social media along with targeted distribution of the document via Society of Chief Officers of Transportation in Scotland (SCOTS) and Transport Scotland networks. In addition, the Steering Group, comprising SCOTS, Sustrans and Transport Scotland, who have overseen delivery of the document are currently progressing plans for awareness raising sessions for industry, including training sessions and presentations through professional institutions.

We understand that the UK Government's Heat Pump Ready funding programme will be open to businesses across the UK and our enterprise agencies have highlighted this funding opportunity to companies based in Scotland. We will carefully consider any further funding requirements for heat pump innovation in our Heat in Buildings Supply Chain Delivery Plan, to be published next year.

The Scottish Government will establish a Scottish public inquiry under the Inquiries Act 2005 by the end of this year, to scrutinise decisions taken in the course of this pandemic, and learn lessons for future pandemics.

Public discussion and engagement about a draft COVID-19 Inquiry Establishment Aims and Principles paper took place between 24th August and end of September. Analysis of the engagement is being used to help shape drafting of the terms of reference for the inquiry. A report covering public engagement on the inquiry will be published in due course.

Discussions are underway with the Lord President to identify a candidate to chair the inquiry, in line with our previous commitment to having it led by a judge.

A statement on the appointment of the chair and the terms of reference for the inquiry will be made to the Scottish Parliament in accordance with the requirements of the Inquiries Act 2005.
