To ask the Scottish Government what discussions it (a) has had and (b) plans to have with victim support organisations regarding the effect and promotion of the regulations relating to exclusion zone conditions, as set out in section 29J of the Victims, Witnesses, and Justice Reform (Scotland) Bill.
Answer
I, with officials, recently met with victims who have an interest in the regulations and changes that will be made to exclusions zones in licence conditions. The Government will also, and shortly, engage further with Victim Support Scotland, and other stakeholders to promote and encourage views on how best to develop these changes into operational practice.

To ask the Scottish Government what its response is to reports that repairing Police Scotland’s estate will cost £232 million.
Answer
The management of the Police Scotland estate, including the allocation of resources to the police estate, is an operational matter for the Chief Constable under the oversight of the Scottish Police Authority.
We are investing a record £1.64 billion in policing in 2025-26. This includes £70 million of capital funding for investment in police assets, including the police estate.
Planning for the Scottish Spending Review has begun, and the review will identify opportunities to optimise the use of Scottish Government funding over the longer term. As part of this process, we are working closely with the Scottish Police Authority and Police Scotland to understand their 2026-27 budget requirements.

To ask the Scottish Government whether it will commit to a review of the number of pupils currently placed on part-time timetables in schools as a result of there being insufficient resources to support them.
Answer
Our national action plan on relationships and behaviour in schools includes a commitment to refresh our national guidance on attendance – Included, Engaged and Involved Part 1.
Consideration of guidance on part-time timetables has been identified as a key priority for this work. We will also seek to strengthen recording and monitoring processes in the refreshed guidance.
We have established a working group to support this work and we anticipate refreshed guidance will be published in early 2026 to support local authorities, who are responsible for school attendance.

To ask the Scottish Government whether it has met with the Scottish Police Federation to discuss any Police Scotland building repair needs.

I meet regularly with the Scottish Police Federation (SPF), where we discuss a range of issues which affect their members.
At our meeting on 19 December 2024, the SPF raised concerns about the condition of buildings in the Police Scotland estate, and we discussed the Police Scotland Estates Masterplan.

To ask the Scottish Government what assessment it has made of any impact on officer morale of Police Scotland buildings that are in a poor condition.

The Scottish Government welcome’s Police Scotland’s commitment to providing a safe environment for officers, staff and the public.
Management of the Police Scotland estate, including assessing the impact of the condition of police buildings on staff morale, is an operational matter for the Chief Constable under the oversight of the Scottish Police Authority (SPA).
It is for the SPA and the Chief Constable to allocate resources to meet their priorities and I expect they will be reflecting fully on any health and safety issues, and of course on the wellbeing of officers and staff.

To ask the Scottish Government what assessment it has made of the impact of the energy price cap increase on fuel poverty in Scotland.
Answer
The Scottish Government's most recent fuel poverty scenario modelling was published Friday October 3rd covering the October to December 2025 period under an Ofgem price cap of £1,755 for the typical dual fuel household paying by direct debit and is available online. This analysis estimated a national fuel poverty rate of 33% (830,000 households) and an extreme fuel poverty rate of 17% (420,000 households).
In an energy rich country like Scotland, nobody should be struggling to pay their energy bills. We need urgent action from the UK Government to fulfil their promise to cut bills by £300.
